MONONA COUNTY BOARD OF SUPERVISORS MEETING NOVEMBER 18, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, November 18, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa, with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Jim Wigton, IT Director, was present to discuss passwords and to create a policy on passwords. Discussion followed. No action taken. Abby Riesberg, Treasurer, was present for approval of the updated Monona County Investment Policy. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the updated Monona County Investment Policy. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold was present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 1/0 primary underground cable replacing secondary underground line starting at the pole 1870 feet west of the intersection of Sequoia Avenue and Spruce Avenue. Cable will run from pole on north side going to right of way edge on south. Cable will be a minimum of 48 inches deep in Cooper Township (85N) (42W) section 08. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were snowplows, graders, hauling rock, FEMA and fencing. No action taken. At 9:15 a.m. it was moved by Supervisor Fox, seconded by Supervisor Brouillette to go into closed session per Iowa Code 21.5 (i) to review the Engineerís Performance Improvement Plan with Engineer Bechtold. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 10:15 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Brouillette to come out of closed session. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisor’s meeting to convene as Drainage Trustees at 10:16 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Also present: Eric Sibenaller, Engineer with ISG, Scott Phipps and Larry Hutchinson. ISG sent out requests for quotes for the Gray Lateral C cleanout. Quotes are to be returned by November 21st, 2025. The plan is to start this project as soon as possible after quotes are received. Eric with ISG met with landowners Rob Pekarek, Larry Hutchinson and Terry Pekarek on concerns with McNeill Phase I construction. There was discussion on the slope. Landowners can scrape the slope at their cost with Eric monitoring the construction. Rob Pekerak requested a tube be installed where there was a cut in his field before the Phase I construction that was not restored. Fox will follow up on that with Rob. ISG is planning on having the bidding and contract awarded by mid-March/April for Phase II construction on the McNeill Main. The McNeill Lateral 8 cleanout was discussed. No action taken. Eric will get the cost of the construction by the end of the week so they can request quotes. Drainage clerk will follow up with Sunoco on payment for the flexamat and installation. Eric will look at sending quotes out again for the FEMA projects on Barber Creek and Maple River Lat 1. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to reconvene the Board of Supervisor’s meeting at 10:53 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Present from the Library Boards were Anni Paulsen, Fisher Whiting Memorial Library; Dawn Teel, Whiting Public Library; Leanne Thies, Ute Public Library; Judy Ehlers, Soldier Library; and Amy McDermott, Onawa Public Library. Each librarian updated the Board on activities at their libraries. Discussion followed. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the Library Contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present from the Family Crisis Centers were Tracy Feathers, Michaela Chadwick, and Andrea Molina. Each of the ladies presented on the programs that Family Crisis Center offers. Discussion followed. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of Family Crisis Centers request for FY 2026-2027 funding. At the hour of 11:30 a.m., the Monona County Board of Supervisors convened as the Official Canvassers of the November 4, 2025, second tier canvass of the City-School Election with Commissioner of Elections Peggy A. Rolph. Deputy Auditor Courtney Nagel attended to present the Official Tally List. The following persons were duly elected to the School Board within Monona and Harrison Counties. Supervisor Phillips introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2025-31 SECOND TIER CERTIFICATION (CANVASS) OF MULTI-JURISDICTION ELECTION RESULTS, CITY-SCHOOL ELECTION WHEREAS, the CITY-SCHOOL ELECTION was held as prescribed by law on November 4, 2025, and: WHEREAS, the Board of Supervisor and ex officio Board of Canvassers have canvassed the vote of said election in accordance with ß43.49 and ß50.24 of the Code of Iowa, now therefore; NOW, THEREFORE, BE IT RESOLVED that we, the undersigned members of the Board of Supervisors and ex officio Board of Canvassers of Monona County, Iowa, do hereby certify the following TURNOUT REPORT and RESULTS in the CITY-SCHOOL ELECITON, held November 4, 2025, and that no obvious clerical errors were identified during the canvass. The Beacon/Schneider Geospatial contracts were discussed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the Beacon/Schneider Geospatial contract for the Assessor and Auditor Departments effective July 1, 2026. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve purchase of 12 in car cameras and 12 body cameras from Brite Getac for $154,659. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the minutes of November 12, 2025, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Supervisor Phillips attended the SIMPCO meeting and shared the information presented. Supervisor Fox attended the Monona County Conservation and Monona County Economic Development meetings; he shared the information presented at those meetings. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve General Ledger Journal Entry approval for Conservation to correct accounts. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Homestead and Military Applications were reviewed. No action taken. ISAC Group Unemployment Pool will be terminating. The County has their choice to be contributory or reimbursable account. Discussion followed. No action taken.
