MONONA COUNTY BOARD OF SUPERVISORS MEETING NOVEMBER 12, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Wednesday, November 12, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette. Supervisors Absent: Vincent Phillips. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Haley Bryan, County Attorney, was present to discuss ISAC request for financial support. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve ISAC request for financial support of $500. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold and Secondary Roads Maintenance Foreman Lucas Morton were present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve ten-year wage adjustment for Lucas Morton. He will be going from $69,274.17 per year to $69,378.57 per year. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve progress voucher #3 final FM-C067 (95)ó55-67. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve accepting quotes for a tandem axle semi tractor. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Discussion items were snow removal, snowplows, cleaning out ditches, FEMA and roads. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisorís meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. It was moved by Brouillette, seconded by Fox to accept the petition filed on 10/28/25 by Thomas Pekarek on the McNeill Main. The petition states the top of McNeill and side of creek is too steep and needs to be rounded off. That way he can do field work easily. The Board has asked Eric Sibenaller to go visit the site with Thomas and report back. Vote on motion: Ayes: Brouillette and Fox. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to approve the claims for October, 2025. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Claims are on file in the drainage office. It was moved by Fox, seconded by Brouillette to accept the petition filed on 11/4/25 by Joe Oliver on Albright North. The petition states he would like to clean the ditch adjacent to 210th Street, 2600íwest and 3800íEast of Linden Ave. Cleanout was approved on 11/4/25 by Fox. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to accept the petition filed on 11/7/25 by Wayne MacClure on Linscott Lateral 1. The petition states Wayne is requesting permission to clean (remove sediment) from Linscott Lat 1 on the North side of 105th St for 1.5 miles West and 1/3-mile East of the intersection of 105th Street and Gum Avenue. Placing the spoils on adjacent farmland at his own expense. The adjacent landowners and farmland tenants have given permission to deposit the spoils on their property. The Board approved this cleanout. Drainage Clerk will let Wayne MacClure know. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Terri Pratt, Assessor, and Peggy Rolph, Auditor, were present to discuss with the Supervisors switching from Sidwell to Beacon. Discussion followed. No action taken. At the hour of 11:00 a.m., the Monona County Board of Supervisors convened as the Official Canvassers of the November 4, 2025 City-School Election with Commissioner of Elections Peggy A. Rolph. Deputy Auditor Courtney Nagel attended to present the Official Tally List. The following persons duly elected to the City Offices and School Boards within Monona County. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2025-30 FIRST TIER CERTIFICATION (CANVASS) OF MONONA COUNTY ELECTION RESULTS CITY-SCHOOL ELECTION WHEREAS, the CITY-SCHOOL ELECTION was held as prescribed by law on November 4, 2025, and: WHEREAS, the Board of Supervisor and ex officio Board of Canvassers have canvassed the vote of said election in accordance with ß43.49 and ß50.24 of the Code of Iowa, now therefore; NOW, THEREFORE, BE IT RESOLVED that we, the undersigned members of the Board of Supervisors and ex officio Board of Canvassers of Monona County, Iowa, do hereby certify the following TURNOUT REPORT and RESULTS in the CITY-SCHOOL ELECITON, held November 4, 2025, and that no obvious clerical errors were identified during the canvass. One thousand thirty-eight (1031) people voted at the polls on Election Day. One hundred thirteen (113) absentee ballots were accepted for counting. Two (2) provisional ballots were accepted for counting. A total of one thousand one hundred forty-six (1146) people voted.
