MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 5, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, May 5, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Randy Ping, Building Maintenance, was present for approval of mower purchase. Randy also requested permission to accept bids for elevator upgrade and for sidewalk replacement. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve purchase of the Kubota mower for $6,300. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to authorize accepting bids for elevator upgrade. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to authorize accepting bids for sidewalk replacement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Patrick Prorok, EMA Director, was present for approval of 2026 Regional Hazard Mitigation Plan. Discussion followed. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2026-08 2026 REGIONAL HAZARD MITIGATION PLAN WHEREAS: the 2026 Regional Hazard Mitigation Plan (for Plymouth, Cherokee, Ida, Monona, and Woodbury Counties in Iowa) has been prepared in accordance with FEMA requirements at 44C.F.R.201.6; and, WHEREAS: the County of Monona County, participated in the preparation of a regional plan, the 2026 Regional Hazard Mitigation Plan; and, WHEREAS: Monona County is governing unit that has afforded its residents an opportunity to comment on and provide input in the Plan and the actions in the Plan; and, WHEREAS: Monona County has reviewed the Plan and affirms that the Plan will be updated no less than every five years; NOW, THEREFORE, BE IT RESOLVED: by the County of Monona County that Monona County Board of Supervisors adopts the 2026 Regional Hazard Mitigation Plan and resolves to execute the actions in the Plan. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. It was moved by Fox, seconded by Phillips, to adopt Resolutions Levying the following Trustee Drainage Districts, Kennebec; Little Sioux Inter-County Drainage District; Woodbury-Monona Laterals 2,4,5,6,7,8,9 and 11; McCandless Intercounty Main; McCandless Lateral 3 and 7; Nagel; New Farmers Main, New Farmers Laterals 2, 3, 4, 5N and 6; Sandhill-Lakeport Inter-County Drainage District; Soldier Valley Drainage District and Upper Soldier Drainage District. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Resolutions are placed on file at the Drainage Office. Supervisor Fox introduced, caused to be read and moved the adoption of the Resolution Levying Assessments in the various Supervisor Drainage Districts of Monona County, Iowa. Supervisor Brouillette seconded the motion to adopt the Resolution. Upon due consideration by the Board, the Chairman put the question; and upon roll being called, the vote was AYES: Brouillette, Fox and Phillips. NAYS: None. Whereupon, the Chairman declared the Resolution duly adopted as follows: RESOLUTION WHEREAS, there are now, as of May 5, 2026, outstanding warrants, overdrafts, incurred expense or anticipated expenses against the various Drainage Districts in Monona County, Iowa; and WHEREAS, the Board determines and finds that the Original Assessment furnishes a fair and equitable basis for a proper apportionment of the cost and expenses of said assessment; and no good reason exists for a new or different apportionment thereof than such as the relative proportions of said Original Assessment gives to which this Board concurs. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Monona County, Iowa in regular session on this 5th day of May, 2026, that there be and is hereby levied upon lands in the following amounts shown and the County Auditor is instructed to spread such levy upon said land, to be collected under ß468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to ß445.36 in the year 2026-2027: Crane- Inter-County: $25,889 Gray Lateral C: $53,035 (10-year waiver option) Losey Lateral A: $4,334 McNeill Lateral 1: $2,392 McNeill Lateral 4: $1,122 Oliver Lake Main: $31,900 Oliver Lake Lateral 1: $400 Oliver Lake Lateral 2: $3,990 Oliver Lake Lateral 3: $4,415 Onawa DD: $41,349 It was moved by Brouillette, seconded by Phillips, to approve the drainage claims. Nays: None. Jim Wigton, IT Director, was present to open bids for upgrading the doors and to get authorization to accept bids for upgrading the server. Bids for upgrading the doors were from Quality Telecommunications for $8,050. Thompson Solutions Group bid was $9,248.44. Jim will prepare a bid tab, no action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to authorize Jim to accept bids for upgrading the server. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present, along with the Supervisors and Auditor, were Chelsea Stoll, Versed HR; Kelly Parsley, Recorder; and Haley Bryan, County Attorney. Updates to the handbook were discussed. Chelsea will update the handbook with the changes that were discussed. The updated handbook should be ready for approval by July 1,2026. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to authorize the Chairman's signature on status/payroll change report for Kelsey Kafton, Treasurer Deputy. She will be going to 80% of the Treasurerís wage, from $25.975 per hour to $27.807 per hour which includes five-year longevity of $0.10 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips.
