MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 19, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, May 19, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer John Rasmussen was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve bridge inspection consultant contract for 2026-2029 with Calhoun-Burns & Associates. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Discussion items were survey equipment, AutoCAD software, fuel, and bridges. No action taken. Wray Wright was also present. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Others present were Caleb Rasmussen, Engineer with MOR Engineering, PLLC; Amanda Goodenow and Luke Carpenter, Engineers with ISG; Jim Johnston, Dennis Parr, Robert and Joy Sweedler, Tim Hodgson and Wayne Rock. It was moved by Phillips, seconded by Brouillette, to open the public hearing for the Oliver Lake Lateral 1 Commissionersí Report for Reclassification of Benefits. Unanimously approved and moved. There were no objections filed prior to todayís hearing. Drainage Clerk confirmed affidavits of publication and mailing. Luke Carpenter provided a power point presentation along with a couple of factor maps that explained how the Commissioners arrived at the new Assessment Schedule for the Oliver Lake Lat 1 and answered any questions the landowners had. It was then moved by Phillips, seconded by Brouillette, to close the hearing. Unanimously approved and moved. It was moved by Phillips, seconded by Fox, to approve the Commissionersí Report. Unanimously approved and moved. After full consideration of matters pertaining to this hearing and the Board being duly advised in the premises, Supervisor Fox introduced, caused to be read and moved the adoption of the following: RESOLUTION WHEREAS, the Board of Supervisors, acting as a Board of Trustees for the Oliver Lake Lateral 1 Drainage District, Monona County, Iowa, heretofore appointed Amanda Goodenow, Engineer, Adam Davis and Joel A. Bubke as Commissioners to classify/reclassify the lands in said District; and WHEREAS, said Engineer and Commissioners duly qualified and made a Report which was filed with the Monona County Drainage Clerk, and the Drainage Clerk gave due notice thereof to all owners of land within said District, said notice showing the names of the owners of land and that the report is online at mononacountyiowa.gov/drainage and available in the drainage office, which notice was published in the Onawa Democrat, Onawa, Iowa on the 6th day of May, 2026 and the Mapleton Press, Mapleton, Iowa on the 7th day of May, 2026 and proof of publication is on file in the Monona County Drainage Office; and WHEREAS, said Board at the time fixed for hearing in said notice fully considered the report with the revisions on the assessment schedule and has been duly advised in the premises. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors, acting as Trustees of the Oliver Lake Lateral 1 Drainage District of Monona County, Iowa, as follows: 1. That the Report of the Commissioners on the Classification/Reclassification of lands in said District filed on April 7, 2026, be and the same is hereby approved, confirmed and adopted as being correct, just and equitable. 2. That the assessments levied upon the annexed lands shall be limited to a proportionate share of the costs of current and future maintenance, repairs and improvements. BE IT FURTHER RESOLVED That the Report of the Commissioners shall constitute a classification of the lands involved and shall remain the basis of all further assessments for the purpose of said District unless revised by the Board in the manner provided for reclassification. Supervisor Brouillette seconded the motion to adopt the foregoing Resolution, and upon roll being called, the vote was as follows: AYES: Brouillette, Phillips and Fox NAYS: None. Whereupon, the Chairman declared the motion carried and the Resolution duly adopted this 19th day of May, 2026. It was moved by Phillips, seconded by Fox, to approve the drainage claims. Unanimously approved and moved. The claims are on file in the drainage office. The Board, on its own motion and vote, duly carried, adjourned. Supervisor Brouillette attended the Hungry Canyons Alliance meeting; he shared the information presented. Supervisor Fox attended the Monona County Conservation meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to acknowledge receipt of Monona County Clerk of Court Report of Fees Collected for April 2026. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to authorize the Chairman's signature on service agreement with Maximus. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to authorize the Chairman's signature on class ìBî retail alcohol license renewal for DOLGENCORP LLC dba Dollar General Store #24928. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve porting Clerk of Court phone numbers over to the Judicial Phone System.
