MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 4, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, March 4, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette. Vince Phillips was present via phone at 8:40 a.m. and left the meeting at 11:25 a.m. Supervisors Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Sheriff Kevin Ewing was present for authorization to advertise for a jailer. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve authorization for the Sheriff to advertise for a jailer. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Jim Wigton, IT Director, was present to discuss old phones and equipment. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve selling old phones and equipment to PC Liquidations. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold and Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve ten-year wage adjustment for Matthew Wenger. He will be going from $26.68 per hour to $26.78 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were Nagel Drainage Districtís use of County Road Oak Avenue, loader safety, FEMA, bridge bundle in progress, roads, rock hauling and five-year plan. No action was taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. Others present: Caleb Rasmussen and Owen Oeltjenbruns from ISG; Jim Ruffcorn, Bryan Ruffcorn, Rick Stanislav, Jason Stanislav and Scott Phipps, landowners. At 10:00 we had an informational meeting for the McNeill Lat 8 cleanout with 5 landowners present. Engineer Rasmussen handed out a project proposal along with a cost estimate. Some landowners had concerns about the cost and the spoils. No action was taken. Fox approved the drainage claims, seconded by Brouillette. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried As per Iowa Code 468.100, the drainage clerk has made a request to the auditor to raise the current $1,000 increment used in stamped warrant processing to a $5,000 increment to be used for payment for any invoice over $30,000 in the Nagel Drainage District breach repair. It was moved by Brouillette, seconded by Phillips to implement the $5,000. increment, upon recommendation by the auditor, as needed for invoices over $30,000 for the Nagel Drainage District breach repair project. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Present for considering the options for replacing the Monona County Recorder were Kelly Seward, Recorder, Abby Riesberg, Treasurer, and Kelly Parsley, Deputy Auditor. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve to appoint a Recorder. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Fox to approve authorization to publish intent to appoint the Monona County Recorder. Letters of interest and resumes will be accepted until March 24, 2025, until 4:00 p.m. The appointment of the Monona County Recorder will take place on April 1, 2025, at 8:30 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Velma Grell was unable to attend the Board of Supervisors meeting. No action taken. Supervisor Fox and Supervisor Brouillette reviewed budgets with Auditor Rolph. No action was taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of February 24 and 25, 2025, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve claims. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Supervisor Fox attended the Monona County Economic Development Meeting. He shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve general ledger Journal Entry to correct the incorrect year of 2026 to 2025 on the Assessor’s claim. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. It was moved by Supervisor Fox, seconded by Supervisor Brouillette to hereby adjourn at the hour of 12:00 p.m. o’clock. Vote on motion: Ayes: Fox and Brouillette. Nays: None.
