MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 3, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, March 3, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and, via zoom, Vince Phillips from 8:45 a.m. until 11:25 a.m. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. At 8:40 a.m. it was moved by Supervisor Fox, seconded by Supervisor Brouillette, to go into closed session Pursuant to Iowa Code 21.5(1)(c) with County Attorney Haley Bryan present. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. At 8:59 a.m. it was moved by Supervisor Brouillette, seconded by Supervisor Fox, to come out of closed session. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. No action taken. Assistant to the Engineer Bryan Phillips and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve internal/external posting for Secondary Roadís Superintendent position. Vote on motion: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were FM-C067(93)-55-67 (A) project in Ute, projects in the shops, sharing engineer with another county, Peters Park, roads, and dust control. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for drainage business. Others present were Engineers Jacob Hagan and Tyler Buman Agri Via, Engineer Patrick Mouw Veenstra and Kimm, Rick Stanislav and Jim Stanislav. Oliver Lake Lat 1 Reclass: Per Eric Sibenaller, ISG, is looking at holding the commissioner’s field review March 17th or 19th, he is waiting for conformation from the commissioners. No action taken. Engineers Jacob Hagan and Tyler Buman reviewed projects their company has completed and expressed interest in becoming Engineers for the Board of Supervisors as Trustees of Drainage Districts. No action taken. McNeill Lateral 8 cleanout: Rick Stanislav asked if there were any updates on the McNeill Lateral 8 cleanout project. There were no updates, no action taken. It was moved by Phillips, seconded by Fox to reimburse Audrey Pekarek for the 80 feet of tube and 3 bands that Albers Excavating & Hauling installed for them on the McNeill Main Drainage Ditch. Vote on motion: Ayes: Phillips, Fox and Brouillette. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to reconvene the Board of Supervisor’s meeting at 10:35 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Treasurer Riesberg was absent, so Auditor Rolph presented the Semi-Annual Report to the Board. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to authorize the Board of Supervisor’s signatures on the Treasurerís Semi-Annual Report. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Supervisor Fox, Supervisor Brouillette and Auditor Peggy Rolph attended the Farm Bureau Meeting at the Extension Office. County items were discussed with no action taken. The Board reviewed budgets. No action taken.
