MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 25, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Wednesday, March 25, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips via zoom at 8:39 a.m. until 10:52 a.m. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Sheriff Ewing was present to update the Board on his budget and upcoming expenses. No action taken. Wray Wright was also present. At 8:40 a.m. it was moved by Supervisor Brouillette, seconded by Supervisor Fox, to go into closed session Pursuant to Iowa Code 21.5(1)(c) with County Attorney Haley Bryan present. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. At 8:54 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Fox, to come out of closed session. Secondary Roads Office Manager Deleta Huffman, Maintenance Shop Foreman Lucas Morton, Jim Wigton, IT Director, Scott Kruse, WHKS via zoom until 9:20 a.m., and Wray Wright were present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 26-19 The Board of Supervisors consents to the recommendation of the Maintenance Shop Foreman West Shed to approve transfer of Dustin Landon to fill the Vacant Operator III position. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve soliciting/accepting quotes/bids for culverts for McNeill Drainage Ditch cleanout. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were Foremen comp time, first aid kits and supplies, safety grant, and the dust control policy. No action taken. Jim Wigton, IT Director, was present to discuss upgrading the electronic lock on the courthouse doors. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve getting bids to upgrade the electronic door locks at the courthouse. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor’s meeting at 10:10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for drainage business. Oliver Lake Lateral 1 was discussed. No action taken. It was moved by Fox, seconded by Phillips, to table approval of the project manual for McNeill Phase II Cleanout Project. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Phillips, seconded by Brouillette, to turn current projects from ISG over to Agri Via and have them come in next week to discuss moving forward. Nays: None. Sandy Bubke, Zoning/Environmental Health Administrator, was present for Nuisance Complaint #56. Sandy recommended to the Board of Supervisors close Nuisance Complaint #56. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to close Nuisance Complaint #56. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Ashley Ramm, RAGBRAI Committee Member, was present for approval of RAGBRAI riders to camp on the courthouse lawn. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve RAGBRAI riders camp on the courthouse lawn. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Sandy Bubke, Zoning/Environmental Health Administrator, was present for the discussion on GPS on county vehicles. Sandy presented the costs for the GPS units to the Board of Supervisors. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve putting GPS on county vehicles. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried, Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve the minutes of March 17, 2026, as read. Vote on motion: Ayes: Fox and Brouillette. Nays: None. He will be going from $18 per hour to $18.50 per hour for completing SEAT I training per hiring agreement. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried.
