MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 25, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, March 25, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and via phone Vince Phillips at 8:37 a.m. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Patrick Prorok, EMA Director, was present to update the Board on the March 19th snowstorm. Patrick stated that a warming shelter was set up at the Onawa Community Center. They had generators for heaters and for people to charge their electronic devices. Meals were provided by the Salvation Army and Burgess People Care. It was discussed what could be done better in the future. No action taken. Also present were Wray Wright and Abby Riesberg, Treasurer. Present, along with the Supervisors and Auditor, for the Elected Official / Director meeting were Abby Riesberg, Treasurer; Mark Witzel, Veteran Affairs Director; Jim Wigton, IT Director; Kevin Ewing, Sheriff; Patrick Prorok, EMA Director; and Charlie Bechtold who left the meeting at 9:15 a.m. Absent were Josh Schaben, Conservation Director; Kelly Seward, Recorder; Haley Bryan, County Attorney; Sandy Bubke, Zoning/Environmental Health Administrator; and Tim Peters, Assessor. Activities were discussed and information was shared. Secondary Roads Engineer Charles Bechtold and Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on final Voucher BROS-CHBP-C067 (86)óGA-67. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman’s signature on final voucher BRS-CHBP-C067 (85)óG67. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Discussion items were K45 asphalt overlay, bridges, closing out FEMA projects, storm damage and roads. No action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. Due to landowner not being present for the Oliver Lake Lateral 2 and Oliver Lake Lateral 3 petition, it was moved by Brouillette, seconded by Fox to table these petitions until next week. Vote on motion: Ayes: Brouillette, Fox and Phillips. Nays: None. Motion carried. At 11:30 a.m. it was moved by Supervisor Brouillette, seconded by Supervisor Phillips to go into closed session pursuant to Iowa Code Section 20.17 (3) to discuss Union Contract with Jack Reed, who was present via phone. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. At 11:36 a.m. it was moved by Supervisor Fox, seconded by Supervisor Phillips to come out of closed session. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. No action was taken. At 11:45 a.m. it was moved by Supervisor Fox, seconded by Supervisor Phillips to go into closed session pursuant to Iowa Code Section 21.5(1)(i) to review letters of interest and resumes for the County Recorder position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 12:00 p.m. it was moved by Supervisor Fox, seconded by Supervisor Phillips to come out of closed session.
