MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 17, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, March 17, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips via phone at 8:45 a.m. until 10:36 a.m. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, via Zoom Scott Kruse, WHKS, Assistant to the Engineer Bryan Phillips, and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve ten-year wage increase for Randy Weidt. He will be going from $27.45 per hour to $27.50 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve internal posting for Operator III West Shop. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve soliciting/accepting quotes/bids for motor grader for FY 2027. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to approve soliciting /accepting quotes/bids for an excavator for FY 2027. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve miscellaneous utility permit for MidAmerican Energy at 13373 Co. Hwy L12, Hornick. UG secondary extension for new grain bin. Bore approximately 100í under Co. Hwy L12 from existing pole on west side of highway, to new grain bin service on east side of highway. Located 125í south of Co. Hwy L12 & 133rd Street intersection. Bore 4í below lowest point of ditch. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were the budget, premium pay for acting Foreman, and roads. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisorís meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Others present were Zach Schrader with Armodus. Zach with Armodus was present to give an update on Oliver Lake Lateral 1. No action taken. It was moved by Fox, seconded by Phillips to approve the February drainage claims. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Charlie Persinger, Monona County Economic Development, Sheriff Kevin Ewing, and Wray Wright were present. Charlie updated the Board on the project progress and requested FY2027 funding for Monona County Economic Development. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to acknowledge receipt of Monona County Economic Development’s request for FY2027 funding. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Sandy Bubke, Zoning/Environmental Health Administrator, and Wray Wright were present for nuisance complaint #56. Sandy presented pictures of nuisance complaint #56; discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize Sandy Bubke, Zoning/Environmental Health Administrator to send a letter to the owners. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. John Larson, Mayor City of Soldier, was present regarding property in Soldier that Monona County owns. Discussion followed with no action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the minutes of March 10, 2026, as read. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Supervisor Phillips attended the SIMPCO meeting via phone; he shared the information presented. Supervisor Fox attended the Monona County Board of Health and Monona County Conservation meetings; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve General Ledger Journal Entry correction for Secondary Roads to correct accounts. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of resignation letter from Jerald Pickle as Spring Valley Trustee. Vote on motion: Fox and Brouillette. Nay: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of letter from Walentine OíToole, LLP, Attorney at Law. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairmanís signature on status/payroll change report for Angela Komarek. She will be going from Project Coordinator at $43,050 per year to Deputy Assessor at $67,200 per year plus $0.10 per hour for longevity. Vote on motion: Ayes: Fox and Brouillette. Nays: None.
