MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 10, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. oíclock on Tuesday, March 10, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips via zoom at 8:48 a.m. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Wray Wright inquired about water near his house that drains into Badger Lake and the possibility of it draining into his wetlands. No action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to set March 23, 2026, at 7 p.m. for the Public Hearing for FY2027 Proposed Tax Levy Notice. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize Auditor Rolph to publish Public Hearing for FY2027 Proposed Property Tax Levy Notice. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, Scott Kruse, WHKS via zoom, and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve detour for 2026 scrub seal on Highway 37 from the Maple River Bridge east to Highway 183 in Soldier. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for drainage business. Others present were Eric Sibenaller, Graduate Engineer with ISG via zoom, and Patrick Mouw, Engineer with V&K. Eric Sibenaller gave a progress update on several projects. No action taken. It was moved by Fox, seconded by Phillips to appoint AgriVia as the Engineers for the Monona County Drainage Districts under the direction of the Board of Supervisors as Trustees. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. A petition was filed on March 3, 2026, by Bryan Savery. The petition states there is a drain tube at 15th and Lucas Street by the intake that broke apart creating a washout under the road that caused the concrete to collapse. It was moved by Fox, seconded by Phillips, to accept the petition as filed by Bryan Savery on March 3, 2026. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Caleb Rasmussen will provide the specs of the tube. The Trustees asked the drainage clerk to contact Bryan Savery about repairing the tube and to bill the repair to the Onawa Drainage District. It was moved by Brouillette, seconded by Fox, to appoint Caleb Rasmussen as Engineer for the McNeill Phase II Cleanout and the Onawa Drainage District. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to reconvene the Board of Supervisorís meeting at 10:25 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Brandon East, Veteran Affairs Director, was present for consideration of changing the residency policy for Monona County Veterans. The current policy is, ìThe Veteran must be a United States citizen and a resident of Monona County. Assistance is not available for Veterans living in nursing homes, assisted living facility, or other communal type residence.î The change would be, ìThe Veteran must be a United States citizen and a resident of Monona County for a minimum of 30 days. Assistance is not available for Veterans living in a nursing home, assisted living facility, or other communal type residence.î Motion was made by Supervisor Fox, seconded by Supervisor Phillips to change the policy to, ìThe Veteran must be a United States citizen and a resident of Monona County for a minimum of 30 days. Assistance is not available for Veterans living in a nursing home, assisted living facility, or other communal type residence.î Vote on motion: Aye: Fox, Brouillette, and Phillips. Nays: None. Supervisor Fox attended the Loess Hills Alliance meeting; he shared the information presented. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to change the Board of Supervisor’s meeting from Tuesday, March 24, 2026, to Wednesday, March 25, 2026. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of Manure Management Annual update for NTG LLC-Tyson Goslar Facility #66757.
