MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 9, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, June 9, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sara Boyle and Connie Swearingen, Mapleton Food Pantry, were present to discuss the condition of the building that houses the food pantry. Discussion followed. No action taken. Also present were Kevin Ewing, Sheriff, and Sandy Bubke, Environmental Health and Zoning Administrator. Kevin Ewing, Sheriff, was present for consideration to get authorization to purchase a vehicle, to get authorization to advertise for Jail/Dispatch Lead, and consider approval of changes to Sheriff's Department M.O.U. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to give Sheriff Ewing authorization to purchase a Tahoe from Karls Automotive for $53,740. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to give Sheriff Ewing authorization to advertise for Jail/Dispatch Lead. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 26-32 The Board of Supervisors consents to hire Larry Parks to fill Seasonal Roadside Operator position at a start rate of $21.00 per hour. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the Iowa DOT predesign agreement to realign the Nutmeg Avenue intersection with Iowa 175 as needed for the Little Sioux River Bridge replacement project BRF-175-1(88)ó38-67. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were Weed Commissioner and roads, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to recess the Board of Supervisorís meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks were present for Drainage business. Others present were Caleb Rasmussen, Engineer with MOR Engineering, PLLC; Amanda Goodenow, Engineer with ISG. The Engineers met with Dustin Wallis, Armodus on June 3rd at the Oliver Lake Lateral 1 site to talk about what needed to be completed on the construction of the cleanout. Mr. Wallis didnít realize the surface drains were included so he would get those cleaned out. They talked about the broken tube by Charlie Brownís property. The seeding is coming up; he will need to re-seed about 200 feet southeast of Larch. The weed control on the CRP ground needs to be addressed as well. Engineer Rasmussen will talk to Brian Savery about disposal of the rubbish in the outlet. Mr. Wallis is looking at a rock bucket to clean the rock out of the spoil banks. Engineer Rasmussen is going to confirm the Nagel Drainage District will take the rock. After the rock is out, Mr. Wallis will need to come back and redress the spoil banks and contact Dave Brown, Secondary Roads Superintendent, regarding the road. It was moved by Fox, seconded by Brouillette to have the Oliver Lake Lat 1 assessed next year after the cleanout project is completed. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Engineer Rasmussen is working on a date for the substantial completion. Amanda Goodenow, ISG stated the reclassification of the McNeill Main Phase II Cleanout is done. She will send the final report this week to the drainage office. Caleb Rasmussen updated a few items in the plans and is working on the timing. He will get with Attorney Gary Taylor this week about UPRR. Engineer Rasmussen wanted to make sure the road culverts (Secondary Roads) are not installed until after the construction of the main ditch is complete. No action taken. It was moved by Phillips, seconded by Brouillette to accept the petition filed by Sandra Cutler on June 5th. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The petition states that she would like a spot cleanout on the Sherman DD on her farm, section 13, Sherman Township. The driveway culvert is silted in and from E60 to Locust Ave, around the corner west in several places. The Board asked the drainage clerk to reach out to the next contractor on the list and have them call Mr. Fox. It was moved by Phillips, seconded by Fox to approve the drainage claims. Unanimously approved and moved. The claims are on file in the drainage office. The Board, on its own motion and vote, duly carried, adjourned. Abby Riesberg, Treasurer, and Terri Pratt, Assessor, were present to discuss abatement of certain property taxes for Resolution 2026-11. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2026-11 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Assessor that a correction, due to an error in assessment, is needed and WHEREAS, the administration in accordance with Chapter 443.19 states that no failure of the owner to have such property assessed or to have the error in assessment be corrected, the County Assessor has asked the Board to abate a portion of the taxes by resolution. BE IT HEREBY RESOLVED per Iowa Code 427.10 that the 2024 taxes to be collected in 2025 - 2026 totaling $1414 concerning parcel SRCU #8342-01-4-50-012 owned by Ethan Kroll are hereby abated. Eight hundred and forty-six (846) people voted at the polls on Election Day. Two hundred and one (201) absentee ballots were accepted for counting.
