MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 24, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, June 24, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda with adding ìConservationî to ìConsider Approval of 2.5% Wage Increase Effective July1, 2025, for Courthouse, Sheriff Department Employees.î Vote on motion: Ayes: Fox, Brouillette, and Phillips. Jim will reach out to a couple of vendors and get quotes to install power backup at the Law Enforcement Center, no action taken. Randy Ping, Building Maintenance, and via phone Michelle Matney, RML Architects, were present to discuss the damage that was done to the building when the gutters were removed on the front of the courthouse. Michelle will contact contractors for bids to repair the damage that was done. Discussion followed. No action taken. Rodney Johnson, Sandy Bubke, Zoning Administrator, and via zoom Jason Conn, Iowa DNR, were present to discuss the flood plain. Mr. Johnsonís property is out of compliance according to Monona County Floodplain Ordinance #67. FEMA has given options to bring the property into compliance. Sandy will work with the County Attorney to bring the property into compliance. Discussion followed. No action taken. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. 2025-14 2025-2026 APPROPRIATIONS WHEREAS, it is desired to make appropriations for each of the different officers and departments for the fiscal year beginning July 1, 2025, in accordance with Section 331.434, subsection 6, Code of Iowa, NOW, THEREFORE, BE IT RESOLVED By the Board of Supervisors of Monona County, Iowa, as follows: Section 1. The amounts itemized by fund and by department or office on the attached schedule are hereby appropriated from the resources of each fund so itemized, to the department or office listed in the first column on the same line of the attached schedule. Section 2. Subject to the provisions of other county procedures and regulations, and applicable state law, the appropriations authorized under Section 1 shall constitute authorization for the department or officer listed to make expenditures or incur obligations from the itemized fund, effective July 1, 2025. Section 3. In accordance with Section 331.437, Code of Iowa, no department or officer shall expend or contract to expend any money or incur any liability, or enter into any contract, which by its terms involves the expenditure of money for any purpose in excess of the amounts appropriated pursuant to this Resolution. Section 4. If at any time during the 2025-2026 budget year the Auditor shall ascertain that the available resources of a fund for that year will be less than said fund’s total appropriations, she shall immediately so inform the Board and recommend appropriate corrective action. Section 5. The Auditor shall establish separate accounts for the appropriations authorized in Section 1, each of which account shall indicate the amount of the appropriation, the amounts charged thereto, and the unencumbered balance. The Auditor shall report the status of such accounts to the applicable departments and officers monthly during the 2025-2026 budget year. Section 6. All appropriations authorized pursuant to this Resolution lapse at the close of business June 30, 2026.
