MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 23, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, June 23, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. 2026-13 2026-2027 APPROPRIATIONS WHEREAS, it is desired to make appropriations for each of the different officers and departments for the fiscal year beginning July 1, 2026, in accordance with Section 331.434, subsection 6, Code of Iowa, NOW, THEREFORE, BE IT RESOLVED By the Board of Supervisors of Monona County, Iowa, as follows: Section 1. The amounts itemized by fund and by department or office on the attached schedule are hereby appropriated from the resources of each fund so itemized, to the department or office listed in the first column on the same line of the attached schedule. Section 2. Subject to the provisions of other county procedures and regulations, and applicable state law, the appropriations authorized under Section 1 shall constitute authorization for the department or officer listed to make expenditures or incur obligations from the itemized fund, effective July 1, 2026. Section 3. In accordance with Section 331.437, Code of Iowa, no department or officer shall expend or contract to expend any money or incur any liability, or enter into any contract, which by its terms involves the expenditure of money for any purpose in excess of the amounts appropriated pursuant to this Resolution. Section 4. If at any time during the 2026-2027 budget year the Auditor shall ascertain that the available resources of a fund for that year will be less than said fund's total appropriations, she shall immediately inform the Board and recommend appropriate corrective action. Section 5. The Auditor shall establish separate accounts for the appropriations authorized in Section 1, each of which account shall indicate the amount of the appropriation, the amounts charged thereto, and the unencumbered balance. The Auditor shall report the status of such accounts to the applicable departments and officers monthly during the 2026-2027 budget year. Section 6. All appropriations authorized pursuant to this Resolution lapse at the close of business June 30, 2027. WHEREAS, the Monona County Board of Supervisors approve the following hourly rates for Precinct Election Officials effective June 23, 2026. Position: Recommended Salary Precinct Election Official, Chair & Co-Chair: $14.00/Hour Precinct Election Official: $13.50/Hour Election TM Runner: $13.50/Hour WHEREAS, the Monona County Board of Supervisors approves that mileage will be paid at the IRS rate. Motion carried Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips: RESOLUTION 2026-19 A RESOLUTION DESIGNATING THE PLACE AT WHICH NOTICE OF MEETINGS OF THE MONONA COUNTY BOARD OF SUPERVISORS SHALL BE POSTED WHEREAS: the Iowa Legislature through House File 2490 has amended Iowaís Open Meetings statute to require every governmental body to annually designate a prominent and conspicuous place for posting notice of its meetings; WHEREAS: beginning on July 1, 2026, such notice must be visible at all times for at least twenty-four (24) hours prior to the meeting for which notice is being given; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS FOR MONONA COUNTY, IOWA: Section 1. At least twenty-four (24) hours prior to the commencement of each meeting of the Monona County Board of Supervisors from June 30, 2026, through and including January 4, 2027, the Monona County Auditor shall post a meeting agenda, including the time, date, and place of meeting, on the bulletin board across from the Auditorís Office, the main doors of the Courthouse on the South and East side of the building, and the Monona County Website (mononacountyiowa.gov). If an agenda that was previously posted needs to be amended, not less than twenty-four (24) hours prior to the meeting.
