MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 16, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, June 16, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Josh Schaben, Conservation Director, was present for authorization to trade-in mower on the purchase of a new mower. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve Josh Schaben, Conservation Director to trade-in 2021 Z997R zero turn John Deere Mower on a Cub Cadet ProZ 9772L KW-72-inch deck zero turn. The purchase price is $18,424.89 with a trade-in value of $11,100.89 for a total price of $7,324. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer John Rasmussen was present for Secondary Roads business. Bid opening for FY2027 salt were from Purina/Land Oí Lakes bid was $75.50 per ton. Blackstrap bid was $70.90 per ton. Central Salt bid was $72.44 per ton. Cargill had no bid. Engineer Rasmussen will prepare a bid tab, no action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve internal posting for Operator III Onawa Shop. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve resignation letter from Dustin Landon. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were the Weed Commissioner and roads, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks were present for Drainage business. Chairman Fox met with Steve Mauch at the Sherman Drainage Ditch for the Sandra Culter petition; they did notice quite a few sloughs. Mr. Mauch will do a spot cleanout to make a 2-foot bottom pilot channel without disturbing the side slopes on the field side. No seeding will be needed. Fox talked to Dave Brown, Secondary Roads Superintendent, and they gave Mr. Mauch permission to pile the spoils on the Secondary Roads side. Dave Brown said that Secondary Roads would smooth them out. The construction has started. Tyler Buman with AgriVia Engineering said they would be interested in providing drone footage for the Supervisor managed drainage ditches. They provided an example of the report they did for another County. For the drone footage and report of the findings, AgriVia estimated it would be approximately $200-$250 per mile of ditch on average. The Trustees asked that we find out how many miles of ditches we have in order to get a better estimate for the project, no action taken. It was moved by Fox, seconded by Phillips to approve the drainage claims. Unanimously approved and moved. The claims are on file in the drainage office. The Oliver Lake Lateral 1 project was discussed. Engineer Caleb Rasmussen provided a Certificate of Substantial Completion dated June 15, 2026. He will be in communication with Armodus this week about moving forward and expectations. No action taken. The Board, on its own motion and vote, duly carried, adjourned. Supervisor Fox attended the Monona County Conservation meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to appoint Angie DeVries to the Monona County Board of Health. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of resignation letter from Mary (Lisa) Meadows as lead jailer effective July 18, 2026. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of the Monona County Sheriffís report of fees collected for May 2026.
