MONONA COUNTY BOARD OF SUPERVISORS MEETING JUNE 10, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, June 10, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Keith Gamerl, Business Agent Teamsters Local 554, was present to discuss issues with the union negotiations that occurred. Discussion followed. No action taken. Wray Wright was also present. Abby Riesberg, Treasurer, was present for authorization to hire Driver’s License/Motor Vehicle Clerk. Wray Wright was also present. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to give Treasurer Riesberg authorization to hire Mallory Warren. Mallory will start at $18 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman, and Wray Wright were present for Secondary Roads business. Bid opening for the FY2026 fuel bids were as follows: Sexton Oil Company bid was $0.05 over rack rate. Agriland FS, Inc bid was $0.0724 over rack rate. Farm Service Cooperative bid was $0.075 over rack rate. NEW Cooperative bid was $0.15 over rack rate. Miller Fuel & Oil Company had no bid. Engineer Bechtold will prepare a bid tab for approval at future meeting, no action taken, Bid opening for the FY2026 salt bids were as follows: Blackstrap bid was $68.99 per ton. Central Salt bid was $71.21 per ton. Purina/Land OíLakes bid was $75.50 per ton. Johnson Feed bid was $76.10 per ton. Hutchinson Salt no bid. Cargill no bid. Skyline Salt no bid. Engineer Bechtold will prepare a bid tab for approval at future meeting, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve internal posting for Operator II Soldier Shed. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve miscellaneous utility permit for Nick Behrendt to run a livestock water line from well on north side of 325th Street to south side of 325th Street for cattle water. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were FEMA, bridge program, patching roads, project closeouts and lease program for motor graders with financing. No action taken. Auditor Peggy Rolph and Treasurer Abby Riesberg presented Resolution 2025-12 for the abatement of certain property taxes. The parcel was combined with another parcel and was not inactivated by the Assessor’s Office therefore taxes were due for collection. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2025-12 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Assessor that a correction, due to an error in assessment, is needed and WHEREAS, the administration, in accordance with Chapter 443.19 states that no failure of the owner to have such property assessed or to have the errors in the assessment corrected, the County Assessor has asked the Board to abate the taxes by resolution. BE IT HEREBY RESOLVED per Iowa Code 427.10 that a portion of the 2023 taxes to be collected in 2024 ñ2025 totaling $50 concerning parcel BLWM #8245-09-3-00-005 owned by Rallen P. and Pamela K. Nielsen are hereby abated. Passed and approved this 10th day of June 2025. At 10:00 Jacob Hagan and Tyler Buman, Engineers with AgriVia out of Perry, Iowa, introduced themselves to the Board of Supervisors and discussed their backgrounds in drainage as well as their engineering fees. It was moved by Fox, seconded by Phillips to have ISG proceed with the engineer report for Oliver Lake Main DD under the current scope of work as discussed with Engineer Rasmussen. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Brouillette, seconded by Fox to have ISG proceed with the engineer report for Oliver Lake Lateral 1 under the current scope of work as discussed with Engineer Rasmussen. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. James Henschen, Ute Mayor, was present to discuss dog impoundment with the Board of Supervisors. Sheriff Ewing was present for the discussion. He informed Mr. Henschen that the county does not provide a countywide impoundment of animals as we do not have a facility to house them. Discussion followed, no action taken. Michelle Matney and Annie Carver, RLM Architects and Randy Ping, Monona County Building Maintenance were present to discuss the finial repair/replacement, metal fascia on the annex, and the tower metal damage. The quotes provided by Walker Brothers Roofing for the finial repair and metal fascia were discussed. Michelle will reach out to Walker Brothers Roofing and will get back to the Board with results of that conversation. No action taken. Abby Riesberg, Treasurer, was present to discuss three buildings on leased land which are parcel #8346-17-2-99-009 owned by Ken Schaefer, parcel #8546-36-3-99-001 owned by Melissa Miller, and parcel #8543-2-93-99-501 owned by Jeff Hofferber. She stated that this is the fifth year of sending delinquent tax notices that are returned to her office. Buildings on leased land cannot be sold on the tax sale, so she is asking these three BLLís be abated. Discussion followed. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Auditor to prepare a resolution to abate parcel #8343-17-2-99-009 owned by Ken Schaefer and to have the County Attorney send letters to parcel #8346-3-63-99-001 owned by Melissa Miller and parcel #8543-29-3-99-501 owned by Jeff Hofferber to collect their back taxes. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Peggy Rolph, Auditor, was present for authorization to hire a Drainage Clerk. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to give Auditor Rolph authorization to hire Ashley Brown. Ashley will start at $18 per hour. The handbook was reviewed, and changes were given to Chelsea to add to the draft of the handbook, no action taken. Supervisor Fox attended the Loess Hills Alliance and Monona County Board of Health Meetings. He shared the information presented. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairman’s signature on change order #1 with Walker Brothers Roofing LLC for the annex roof in the amount of $15,000. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairman’s signature on letter to Woodbury County requesting reimbursement for Medical Examiner costs.
