MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 8, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, July 8, 2025 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda with the addition of adding (changing) the Board of Supervisorís meeting to Monday, July 14th due to a jury trial. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present for authorization to receive bids for vehicle and body cameras; and authorization to purchase a vehicle. Jim Wigton, IT Director and Wray Wright were also present. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to give Sheriff Ewing authorization to advertise to receive bids for vehicle and body cameras. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to give Sheriff Ewing permission to purchase a vehicle. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve fifteen-year longevity wage adjustment for Kevin Savery. Kevin will be going from $27.50 per hour to $27.55 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were FEMA, Perma-Zyme an enzyme-based soil stabilizer, hauling rock, trees over the roads, and grading roads. No action taken. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Also present was Caleb Rasmussen with ISG. McNeill Lat 8 was discussed regarding the Sunoco pipeline that needs to be lowered. Sunoco is proposing the use of Flexamat over the pipeline instead of lowering it. Engineer Rasmussen will visit with Secondary Roads and report back to the Board to see if they agree with this method on the road ditch. Rasmussen is okay with using Flexamat in the drainage ditch. No action taken. Oliver Lake Lateral 9 was discussed per the Jeff Miller Petition filed on July 1, 2025. Rasmussen did a site visit and reviewed with Jeff the location of the proposed tube under Brown Grade to drain into Oliver Lake Lateral 9. Jeff understands this would be his cost to install and the upkeep would be up to Secondary Roads to maintain. Rasmussen suggested to Jeff that he put a flap gate on the tube he installs. Once installed Rasmussen will do an inspection and any invoice for engineering services will be sent to Jeff Miller. No action taken. It was moved by Fox, seconded by Brouillette to accept the report as filed on Oliver Lake Lateral 1 by Engineer Rasmussen. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The report is on file in the drainage office. The Board set August 19th at 10:00 a.m. for the Public Hearing on Oliver Lake Lateral 1 cleanout project. The hearing will be held in the Board of Supervisorís room in the basement of the Monona County Courthouse. We received FEMA payments for Barber Creek and Haitz Lateral 2 for the June 2024 Flood Event #4796. Haley Bryan, County Attorney; Kevin Ewing, Sheriff; and Kelsey Sigler, Mental Health Supervisor Burgess Health Center were present to discuss the Opioid fund process and to consider approval of the Opioid Application Process. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the Opioid Application. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the application for fireworks permit for Jason Halverson/Harvest Festival. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of letter from Dennis Lawson. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None.
