MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 7, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, July 7, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Robert Bianchini was present for public comments to voice his concerns about a lagoon that is going in near his property. Discussion followed. No action taken. Secondary Roads Engineer John Rasmussen and Randy Tremayne, Murphey Tractor & Equipment Co. were present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 26-42 The Board of Supervisors consents to hire Mathew Collett to fill the Full-time Operator II position at a Start rate of $27.25, with wages and benefits in accordance with the current Union Contract and County Policies. Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Others present were Amanda Goodenow, ISG Engineer, and Rebecca Wilkerson, Harrison County Supervisor, via zoom; Tyler Buman and Jacob Hagan, AgriVia Engineers, and Jim Wigton, IT Director. The McNeill Intercounty Drainage District Commissioner's Report for reclassification of benefits was discussed. No action taken. It was moved by Phillips, seconded by Fox, to tentatively approve the Engineer's Report filed today for Oliver Lake Lateral two (2) and three (3) open ditch repair. Vote on motion: Ayes: Phillips, Fox, and Brouillette. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette, to set the Public Hearing on the Engineerís Report for Oliver Lake Lateral two (2) and three (3) open ditch repairs for August 25, 2026, at 10:00 a.m. in the Board of Supervisorís room located in the annex basement of the Monona County Courthouse. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The bid opening date for the Oliver Lake Main cleanout project, Oliver Lake Lat two (2) and Oliver Lake Lat three (3) open ditch repairs, will be set at the August 25th hearing date. These will be combined and bid as one (1) project. The hearing for the Oliver Lake Main was held September 9, 2025. It was moved by Fox, seconded by Phillips to approve the drainage claims. Unanimously approved and moved. The Board, on its own motion and vote, duly carried, adjourned. Kevin Ewing, Sheriff, was present for authorization to advertise for a dispatcher and to hire/promote lead jail/dispatch. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to give Sheriff Ewing authorization to advertise for a dispatcher. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to give Sheriff Ewing approval to promote/hire Ashley Haynes as lead jail/dispatch.
