MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 29, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, July 29, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa, with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present were Deputy Auditor Tammy L. Blinde, Sheriff Kevin Ewing, EMA Director Patrick Prorok and Wray Wright. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. EMA Director Patrick Prorok was present to inform the Board that ONABIKE starts on August 23, 2025. With the recent severe weather taking place, Patrick also informed the Board that the sirens in Monona County are set to go off when wind gusts reach 75 mph. Monona County Chairman Bo Fox informed those present that he was asked to speak at the Mapleton Park on Sunday August 3, 2025, at 3:00 p.m. to address the concerns of the Monona County residents. Sheriff Ewing was present to open the sealed bids for the evidence room. The sealed bid from Midwest Storage Solutions was $9,354.00 + tax; the sealed bid from Southwest Solutions was $11,103 (no tax); and the sealed bid from Casper Corp. was $10,785.00. Sheriff Ewing will compare a bid tab. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to give Sheriff Ewing authorization to advertise for a Dispatcher Position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present, along with the Supervisors and Deputy Auditor, for the Elected Official / Director Meeting were Kevin Ewing, Sheriff; Patrick Prorok, EMA Director; Jim Wigton, IT Director; Haley Bryan, County Attorney; Terri Pratt, Acting Assessor; Mark Witzel, Veteran Affairs Director arriving at 9:12 a.m., and Wray Wright. Absent were Charles Bechtold, Secondary Roads Engineer; Kelly Parsley, Recorder; Sandy Bubke, Zoning/Environmental Health Administrator; Peggy Rolph, Auditor; Josh Schaben, Conservation Director; and Abby Riesberg, Treasurer. Activities were discussed and information was shared. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for drainage business. Caleb Rasmussen, Engineer with ISG, was also present. It was moved by Fox, seconded by Phillips to tentatively accept the report filed today by Engineer Rasmussen for the Oliver Lake Main cleanout project. Vote on motion: Ayes: Fox, Phillips, and Brouillette. Nays: None. Motion carried. It was moved by Phillips, seconded by Brouillette to move forward with the Oliver Lake Main cleanout project and to set the public hearing date for September 9, 2025, at 10:00 a.m. to be held in the Supervisors Board Room, Monona County Courthouse, Onawa, Iowa. Vote on motion: Ayes: Fox, Phillips, and Brouillette. Nays: None. Motion carried. The report and plans are on file in the drainage office. McNeill Lat 8 cleanout was discussed about using Flexamat over the utility line in the drainage ditch and the secondary road ditch. Rasmussen is waiting for final approval from Monona County Engineer Charles Bechtold to proceed with the project. Secondary Roads Engineer Charles Bechtold, Secondary Roads Assistant to Engineer, Bryan Phillips, and Shawn Hamann were present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the contract for the Farm to Market Hauling project FM-C067(95)-55-67 to Lieber Construction, Inc. from North Sioux City, SD, in the amount of $839,764.80. Vote on motion: Ayes: Fox and Phillips. Nays: Brouillette. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairman’s signature on Iowa DOT ñ Request for letter of support for IA 175 bridge over Missouri River ñ Regular BIP application. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve soliciting/accepting quotes for a bottom dump trailer. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve soliciting/accepting quotes for a bottom dump trailer to replace the trailer that was totaled on June 23, 2025. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 25-22 The Board of Supervisors consents to hire Travis Parr to fill the Full-time Operator II position at a Start rate of $26.20, with wages and benefits in accordance with the current Union Contract and County Policies. Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening.
