MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 28, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, July 28, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Russ Uhl and Robert Bianchini were present to inquire about where the County is with the procedural process on the Hawthorn Project. Discussion followed. No action taken. Kevin Ewing, Sheriff, was present for authorization to hire a dispatcher. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to give Sheriff Ewing authorization to hire Autumn VanDonkelaar for the dispatch position. Ms. VanDonkelaar will start at $21.65 per hour per SheriffĂs Department MOU. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Josh Schaben, Conservation Director, was present for approval of bid for a well at Gramm Wetlands. Josh stated that he received a grant to put in the well. Discussion followed. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve $11,795.16 bid from Leo's Pump Shop Inc. to install a well at Gramm Wetlands. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer John Rasmussen was present for Secondary Roads business. Resolution SR26-45 Classify 265th Street to Level B was not approved for lack of motion. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to acknowledge receipt of resignation letter from Nate Fritz. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve internal posting for Operator III in Mapleton. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Discussion items were roads, tree cutting, and five-year plan. No action taken. Patrick Prorok, EMA Director, was present to inform the Board of Supervisors that he would be having a special meeting Wednesday night July 29, 2026, for replacement of the 911 console. Discussion followed. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Others present: Caleb Rasmussen, Engineer with MOR Engineering. Engineer Rasmussen presented a letter for Dustin Wallis, Armodus, about spraying the weeds on Oliver Lake Lateral 1, which they discussed on 7/28/2026 @ 9:30 a.m. It was unanimously moved and approved to set the completion date of the Oliver Lake Lateral 1 cleanout project to October 15th, 2026, with liquidated damages beginning on October 16, 2026. Engineer Rasmussen will send the signed letter to Dustin Wallis advising of both. Engineer Rasmussen also presented a letter that he will send to the landowners in the Oliver Lake Lateral 1 DD informing them of the procedures for claiming damages related to spoil bank leveling, rock and large debris picking, weed control, custom farming operations due to incomplete work, and Level B road restoration. Landowners will need to submit the damage claims in writing to the Monona County Drainage Office in the Monona County Courthouse any time at or before the completion hearing. Engineer Rasmussen advised landowners to keep accurate records and receipts for the hearing. Landowners will receive written notice for the Completion Hearing per Iowa Code 468 once the work has been completed and the Hearing date has been set. It was moved by Fox, seconded by Phillips, to accept the plans and specs as filed today for the McNeill Inter-County Drainage District Phase II Main Open Ditch Repairs with the amended date and notice of letting and completion. Sealed bids will be due in the Drainage Office of the Monona County Courthouse by September 1st @ 9:00 a.m. They will be opened on September 1, 2026 @ 9:30 a.m. in the Board of Supervisors room in the basement of the Monona County Courthouse, Onawa, IA. Vote on Motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Engineer Rasmussen will provide the notice today to Attorney Gary Taylor as requested for the Union Pacific Railroad. The Board, on its own motion and vote, duly carried, adjourned. Nays: None. Jim Wigton, IT Director, was present to discuss replacing the SQL server and to get authorization to accept bids for SQL server. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to give Jim Wigton authorization to accept bids for SQL server. Vote on motion: Aye: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Beau Hupke, Hoffman Agency, presented the insurance renewal. Discussion followed. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the insurance renewal.
