MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 22, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, July 22, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to set August 12, 2025, at 11 a.m. for the FY 2026 budget amendment. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Assistant to Engineer I Bryan Phillips, via Zoom, Scott Kruse, Shawn Hamman, and Wray Wright were present for Secondary Roads business. Bid opening for FM-C067 (95)ó55-67 Farm to Market Granular Surfacing Project were Hamman Trucking for 300,000 tons of rock for $847,113. Lieber Construction bid was for 300,000 tons of rock for $839,764.80. A bid tab will be calculated. No action taken. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 25-19 WHEREAS: The Monona County Secondary Roads Department requests the use of Monona County UEI #CX4LS5GFCAJ5. This would allow the Monona County Secondary Roads Department to file any FEMA related documents with the Department of Homeland Security. WHEREAS: The Monona County Board of Supervisors approves the use of UEI#CX4LS5GFCAJ5 and assumes all risk involved. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Monona County Iowa, on this 22nd day of July 2025, approves the use of UEI#CX4LS5GFCAJ5 and assumes all risk involved for the Monona County Secondary Roads Department. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Caleb Rasmussen, Engineer with ISG, was also present. In response to the petition filed on February 3rd, 2025, by Franklin Heisterkamp and Bart Heisterkamp on Gray Lat C, it was moved by Fox, seconded by Phillips to have Engineer Rasmussen pursue the small project of the cleanout as presented on the north side of Gray at C up to Maple Ave. Vote on Motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Rasmussen should hear back this week from the NRCS about mitigation on Oliver Lake Main and how to proceed with the cleanout. This is in response to the petition filed by Hugo Mahloch. We will do Oliver Main, Oliver Lat 2 and 3 all in one project. Rasmussen stated County Engineer Bechtold was tentatively on board with using flexamat in McNeill Lateral 8. He needed a little more information from Rasmussen. A signed memorandum by Engineer Rasmussen for Maple River Lat 1- Landowner Levee Repairs, Bob Steiner, was placed on file. Rasmussen is still waiting to hear back from the utility company in coordination with the Crane Intercounty Ditch. We are looking at construction possibly this Spring. McNeill Phase I was discussed, Chairman Fox asked Rasmussen to give Thomas Pekarek a call about a concern he had on the slope. The City of Onawa did the cleanup discussed last week by the utility poles they installed. Beau Hupke, Hoffman Agency, presented the ICAP Insurance Renewal to the Board of Supervisors. Discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the ICAP Insurance Renewal. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sandy Bubke, Zoning Administrator, was present for nuisance complaint #055 located at 22853 Dogwood Loop, Onawa. The nuisance complaint was discussed. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize Sandy Bubke, Zoning Administrator, to send a letter to the owners of 22853 Dogwood Loop, Onawa in regard to the nuisance complaint that was filed. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sandy Bubke, Zoning Administrator, was present to discuss Rodney Johnsonís flood plain violation, to consider community enforcement and to consider authorizing Sandy to send letter to Mr. Johnson regarding flood plain violation. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table community enforcement until the County Attorney can review the matter. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to table sending a letter to Mr. Johnson regarding flood plain violation until the County Attorney can review the matter. Supervisor Fox attended the Monona County Public Health meeting; he shared the information presented. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman’s signature on Monona County & Provider Agreement with Loess Hills Historical Society of Monona County Iowa. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None.
