MONONA COUNTY BOARD OF SUPERVISORS MEETING JULY 14, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, July 14, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present for authorization to hire a part-time certified deputy and for authorization to advertise for part-time certified deputies. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to give Sheriff Ewing authorization to hire as a part-time certified deputy. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Motin was made by Supervisor Phillips, seconded by Supervisor Fox, to give Sheriff Ewing authorization to advertise for part-time certified deputies. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer John Rasmussen and Assistant to the Engineer Byran Phillip were present for Secondary Roads business. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 26-43 The Board of Supervisors consents to the transfer of Travis Parr to fill the Maintenance Shop Foreman position at an annual salary of $71,827.98 plus longevity. Start date is July 14, 2026. SR 26-44 The Board of Supervisors consents to hire Connor Havick to fill a Seasonal Roadside Operator position at a start rate of $21.00 per hour pending pre-employment drug test. Rolph Monona County Auditor Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve roadway maintenance agreement between Lewis and Clark Park and Iowa Department of Transportation for fiscal year 2027. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present for the 265th Street discussion were Haley Bryan, County Attorney, Zach Terry, Keith Madsen, Cameron Madsen, and Wray Wright. No action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Others present: Jim Wigton, IT Director; via zoom were Amanda Goodenow, Engineer with ISG; Brian Rife, Tony Smith and Rebecca Wilkerson, Harrison County Board of Supervisors and Michelle Kersten, Harrison Drainage Clerk. It was moved by Phillips, seconded by Brouillette, to tentatively approve the Commissionerís Report for Reclassification of Benefits, McNeill Intercounty Drainage District. Vote on motion: Ayes: Phillips, Brouillette, Fox, Rife, Smith and Wilkerson. Nays: None. Motion carried. It was moved by Rife, seconded by Fox, to set the date for the Public Hearing on the Commissioner's Report for September 1, 2026 @ 10:00 a.m. at the Onawa Public Library, 707 Iowa Ave, Onawa, IA 51040. Vote on motion: Ayes: Phillips, Brouillette, Fox, Rife, Smith and Wilkerson. Nays: None. Motion carried. The Notice of Public Hearing will be published and mailed per Iowa Drainage Code 468.14, 468.15 and 468.16 as required by law. It was moved by Fox, seconded by Phillips, to approve the drainage claims. Unanimously approved and moved. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to reconvene the Board of Supervisor's meeting at 10:20 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Hawthorn Land Holdings, LLC were present for discussion and presented their proposed plan to store DAF waste at their site in Center Township until it could be land applied. Discussion followed with the Board of Supervisors and DNR. The Board allowed a half hour for public questions and concerns. No Action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve the minutes of July 7, 2026, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Supervisor Phillips attended the Western Iowa Community Improvement Regional Housing Trust Fund (WICIRHTF) meeting; he shared the information presented. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to acknowledge receipt of the Monona County Recorder's Report of Fees Collected for quarter ending June 30, 2026. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
