MONONA COUNTY BOARD OF SUPERVISORS MEETING JANUARY 21, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, January 21, 2025 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Josh Schaben, Conservation Director, was present to authorize the Chairman’s signature on status/payroll change form for Kaleb Kaster and consider approval of tractor bid lease. Also present were Randy Tramayne and Wray Wright. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairman’s signature on status/payroll form for Kaleb Kaster. Kaleb is being promoted from Park Ranger to Operations Supervisor. He will be going from $24.59 per hour to eighty percent of the Director’s salary which will be $53,113.72 per year. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve tractor bid lease with John Deere for a 6105E Loader for $111,904. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright was present for public comments. He reminded the Board about the Farm Bureau Meeting that is on February 12, 2025. No action taken. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman, Secondary Roads Mechanic Shop Foreman Lucas Morton, Randy Tremayne, Murphy Tractor, Doug Miller, Mid Country Machinery, and Wray Wright, were present for Secondary Roads business. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 25-09 The Board of Supervisors advises and consents to the County Engineerís recommendation to accept the quote from Murphy Tractor & Equipment, to supply John Deere 544 P-Tier Wheel Loader with Extended Warranty-5 yr/2500hrs full comp. to Monona County as specified. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table miscellaneous utility permit for Windstream. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 9:28 a.m. Supervisor Fox moved to go into closed session per Iowa Code 21.5 (1)(c), seconded by Supervisor Brouillette. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Present were Charles Bechtold, Engineer; Deleta Huffman, Office Manager; and Haley Bryan, County Attorney. At 10:04 a.m. it was moved by Supervisor Fox to come out of closed session, seconded by Supervisor Brouillette. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were FEMA, bridges, meeting with the Foremen, and closing out projects. No action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. Tony Smith, Harrison County Supervisor was also present. At 10:00 a.m., the Monona County Board of Supervisors canvassed the vote cast at the Drainage District Trustee Elections held on January 18, 2025. The Board of Canvassers found the following Drainage District Trustees elected: KENNEBEC DRAINAGE DISTRICT Trustee: Leana Shull LITTLE SIOUX INTER-COUNTY DRAINAGE DISTRICT Trustee, Division II: Robert Pekarek MCCANDLESS INTER-COUNTY DRAINAGE DISTRICT Trustee, Division III: James Alexander NAGEL DRAINAGE DISTRICT Trustee NEW FARMERS DRAINAGE DISTRICT Trustee: Karen Haveman Trustee (to fill vacancy): Brian Croker SANDHILL-LAKEPORT INTER-COUNTY DRAINAGE DISTRICT Trustee, Division II: John Stensland SOLDIER VALLEY DRAINAGE DISTRICT Trustee, Division III: Paul Moorhead UPPER SOLDIER DRAINAGE DISTRICT Trustee, Division III: Gary Pohlman Judy Ehlers and Karen Barnett, Monona County Historical Preservation Commission presented their Annual Report to the Board of Supervisors. They also informed the Board of the projects they are working on and have completed. Charlie Persinger, Monona County Economic Development, was also present. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on Monona County Historical Preservation Commission’s Annual Report. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to set February 18, 2025 at noon to accept bids for the courthouse roof replacement. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize RML to advertise for bids for the courthouse roof replacement from the June hail storm. The Board reviewed their budget and scheduled budget workshops for Tuesday afternoon, January 28 and Thursday, January 30 starting at 9 a.m. Auditor Rolph will contact Elected Officials and Department Heads to set times for departments to meet with the Board.
