MONONA COUNTY BOARD OF SUPERVISORS MEETING JANUARY 20, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, January 20, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sheriff Kevin Ewing, 911 Coordinator Patrick Prorok, and Wray Wright were present to discuss battery backup for the jail/911 dispatch. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve purchasing battery backup for jail/911 dispatch for $34,342.40. Half the cost will be paid for by 911 and the other half will be paid using ARPA funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Wray Wright, and Zach Terry were present for Secondary Roads business. Zach inquired when work would be done to 265th Street. Engineer Bechtold stated that from the Larpenteur Memorial Road to the bridge is a class A road and he is still gathering information on the road east of the bridge. Discussion followed with no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. At 10:00 a.m., the Monona County Board of Supervisors convened as the Board of Canvassers and canvassed the votes cast at the Drainage District Trustee Elections held on January 17, 2026. The Board of Canvassers found the following Drainage District Trustees elected: KENNEBEC DRAINAGE DISTRICT Trustee: Joseph Oliver LITTLE SIOUX INTER-COUNTY DRAINAGE DISTRICT Trustee, Division I: Tim Hodgson MCCANDLESS INTER-COUNTY DRAINAGE DISTRICT Trustee, Division I: Lyle Ernst NAGEL DRAINAGE DISTRICT Trustee: Mark Shull NEW FARMERS DRAINAGE DISTRICT Trustee: Tom Green SANDHILL-LAKEPORT INTER-COUNTY DRAINAGE DISTRICT Trustee, Division I: Clint Small SOLDIER VALLEY DRAINAGE DISTRICT Trustee, Division I: Vernon Melby UPPER SOLDIER DRAINAGE DISTRICT Trustee, Division I: David Gregerson The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to approve the minutes of January 13, 2026 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Monona County Board of Health and Monona County Conservation meetings; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to acknowledge receipt of Monona County Clerk of Court Report of Fees collected for December 2025. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to authorize the Chairman’s signature on status/payroll change form for Brandon East, Veteran Affairs Director. Mr. East will start at $19.00 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
