MONONA COUNTY BOARD OF SUPERVISORS MEETING JANUARY 14, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, January 14, 2025 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman, Secondary Roads Mechanic Shop Foreman Lucas Morton, Randy Tremayne, Murphy Tractor, and Doug Miller, Mid Country Machinery, were present for Secondary Roads business. Bid opening for the wheel loader are as follows: Murphy Tractor bid was $225,800 for a John Deere model 544P, Ziglar Cat bid was $235,340.68 for a Cat model 926, RMS bid was $249,400 for a Komatsu model WA320-8, Mid Country Machinery $189,500 for Hitachi model ZW160-7. A bid tab will be compiled for next weekís meeting. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 25-08 The Board of Supervisors consents to hire Dustin Landon to fill the Full-time Operator II position at a Start rate of $23.01 per hour, with wages and benefits in accordance with the current Union Contract and County Policies. Start 90% Operator II Wages - Currently $25.56 per hour 6 month 95% Operator II Wages 1 year 100% Operator II Wages Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening. Present, along with the Supervisors and Auditor, were Charles Bechtold, Secondary Roads Engineer, and Deleta Huffman, Secondary Roads Office Manager. At 9:44 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Brouillette to come out of closed session. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were meeting with the Foremen, safety training, FEMA, fleetio, training and government program for leasing of equipment. No action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. It was moved by Phillips, seconded by Fox to approve the cost estimate and plans provided by Caleb Rasmussen/ISG for the cleanout of Haitz Lat 4, sections 14 and 23 West Fork Township, and to move forward with the project. Estimate and plans will be on file in the Drainage Office. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion was made by Supervisor Fox, seconded Brouillette to appoint Vincent Phillips to the Monona County Compensation Commission (for condemnation purposes) as an owner of city property. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to appoint Haley Bryan, Adam Hadden, and Mark Witzel to the HIPAA Committee. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to appoint Charles Bechtold to the Loess Hills Development and Conservation Authority Board. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to appoint Cora Fox to the Loess Hills Alliance Board. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of resignation letter from Patricia McCall from the Loess Hills Alliance Board. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of FY2026 funding requesting from Siouxland Interstate Metropolitan Planning Council (SIMPCO). Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of FY2026 funding request from Siouxland Regional Transit System (SRTS). Motion was made by Supervisor Fox, seconded by Supervisor Phillips acknowledge receipt of FY2026 funding request from Western Iowa Community Improvement Regional Housing Trust Fund (WICIRHTF). Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to authorize the Chairman’s signature on status/payroll change report of Kara Minnihan, Assistant County Attorney. She will be making $75,000 per year. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The budget amendment was discussed. No action taken.
