MONONA COUNTY BOARD OF SUPERVISORS MEETING JANUARY 13, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, January 13, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sandy Bubke, Zoning/Environmental Health Administrator was present for Radon Proclamation Month for January 2026. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve January as Radon Proclamation Month. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman was present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve external posting for an Operator II in the Soldier Shed. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Board of Supervisors along with Robert Haack, Veteran Affairs Commissioner conducted Veteran Affairs Director/Administrator interviews. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to offer Brandon East the Veteran Affairs Director position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of January 2, 6, and 9 2026 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Phillips attended the EMA meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve General Ledger Journal Entry for Secondary Roads to correct accounts. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve status/payroll change report for Angie Cooper. She will be going from step two to step three and from $23.13 per hour to $23.43 per hour per Sheriffís MOU. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of the Monona County Recorderís Report of Fees collected. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of the Monona County Auditorís Report of Fees collected. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of the Monona County Sheriffís Report of Fees collected for December 2025. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of Monona County Historical Museum request for FY2027 funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairman’s signature on status/payroll change form for Merranda Dawaís three-month increase. She will be going from $18 per hour to $18.50 per hour per hiring agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
