MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 17, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 17, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Maintenance Shop Foreman Lucas Morton, and Wray Wright were present for Secondary Roads business. Bid opening for dump/snowplow trucks were as follows: I State bid was $262,506 for a Western Star 47X available in April and still needs to be upfitted. Peterbilt bid was for $258,055 for a Peterbilt 548 available in February fully upfitted. A bid tab will be prepared with no action taken. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 26-10 The Board of Supervisors consents to hire Caleb Clemon to fill the Full-time Operator II position at a start rate of $26.20, with wages and benefits in accordance with the current union contract and county policies. Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical, and drug screening. Rolph Monona County Auditor Discussion items were roads, fuel issues, quality control at the maintenance shop, and grants for the roads. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Others present were Nathanial Reffer with B&W Control Specialists, Inc. It was moved by Fox, seconded by Phillips, to approve the spraying quotes provided by Nathanial Reefer with B&W for 2026 spraying. The estimates are on file in the drainage office. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Oliver Lake Lat 1: It was moved by Phillips, seconded by Brouillette, to appoint the following as commissioners for the Oliver Lake Lateral 1 reclassification. Amanda Goodenow with ISG, Joel Bubke, and Adam Davis with the pay being $75.00 for a half day and $150.00 for a full day, plus mileage. Vote on motion: Ayes: Phillips, Brouillette and Fox. Nays: None. Motion carried. Haitz Lateral 2 received the State of Iowa portion from FEMA Event 4796. Check # 1000625307 for 452.00. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to reconvene the Board of Supervisorís meeting at 10:30 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None.
