MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 10, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 10, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Peggy Rolph, Auditor, was present for authorization to hire an Auditor Clerk. Also present were Sheriff Kevin Ewing and Wray Wright. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to give Auditor Rolph authorization to hire Keagan Gosch as Auditor Clerk. Mr. Gosch will start at $18 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present for authorization to accept bids for a vehicle. Wray Wright was also present. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to give Sheriff Ewing authorization to accept bids for a vehicle. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman and Wray Wright were present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 26-09 The Board of Supervisors consents to the recommendation of the County Engineer to transfer Travis Parr to fill the vacant Mechanic/Parts & Inventory Manager position. BE IT HEREBY RESOLVED per Iowa Code 427.10 that a portion of the 2024 taxes to be collected in 2025 - 2026 totaling $242 concerning parcel WTWT #8446-01-2-51-032 owned by John Seward are hereby abated. Rolph Monona County Auditor Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Others present were landowners Jim Johnston, Tim Hodgson and Byron Stanislav. Eric Sibenaller, graduate Engineer for ISG, present via Zoom. OLIVER LAKE LAT 1: Landowners present were concerned about the big spoil piles left after the Oliver Lake Lat 1 cleanout was done and the rocks in the piles. It was explained the dirt will be leveled out this spring. They all stated they want the spoils leveled as soon as possible, and they do not want any rocks in the field when leveling spoils. Substantial closeout is set for March 2, 2026. Eric Sibenaller with ISG assured the landowners he will discuss with Dustin Wallis of Armodus the concern with the rocks. Hodgson also stated that he would like to make sure on the Krough Farm that they stay out of the adjoining ditch on the south side. Hodgson would like Eric to call him when Armodus starts leveling the spoils so he can be present. Eric asked the Board of Supervisors (Trustees of the District) to think about who they would like to appoint to be commissioners for the reclassification of Oliver Lake Lat 1. Engineer Amanda Goodenow with ISG will be one. We need 2 other non-landowners in the district to be appointed. Fox will get back to Eric. ISG knows the concern of the timing of the reclassification and will do a field review mid-March, finalizing the reports and plats. We will then schedule a hearing, hopefully at the end of April. Hodgson asked if the tubes Little Sioux is installing must be installed before closeout. Eric explained they are not part of the Armodus contract so they can do this after the completion hearing. Little Sioux is hoping to get this done next summer per Hodgson. Drainage Clerk explained we need the dollar amount of the tubes the district will be purchasing from Little Sioux so we can budget accordingly. MCNEILL MAIN PHASE II: Eric and Luke with ISG are still working with Monona County Engineer Charles Bechtold for the secondary road crossings, and how they want them handled. They have 8 crossings north of the RR; between the RR crossings they have 3 more so total 11. Private crossings were also discussed. Eric is going to review this and report back. Per Eric, the plans for Phase II should be completed by March 11th. He will get them to Attorney Gary Taylor. The Trustees asked Eric to give Taylor a call to update him on the timeframe of the McNeill Main Phase II cleanout project. The McNeill Lat 8 was discussed; Bo Fox will follow up with Gary Taylor on this project. The FEMA work, Barber Creek was brought up by drainage clerk expressing the timeframe to get the FEMA work completed by June 24,2026. Sibenaller said he is aware and will be moving forward finishing plans as soon as possible. The Board, on its own motion and vote, duly carried, adjourned.
