MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRARY 18, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 18, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright was present for public comments. He inquired about claims from January 28, 2025. No action taken. Secondary Roads Engineer Charles Bechtold and Wray Wright were present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 25-10 The Board of Supervisors consents to the recommendation of the County Engineer to transfer Jeff Wenger to fill the vacant Mechanic/Parts & Inventory Manager position. Start date is February 24, 2025. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 25-11 WHEREAS: The Board of Supervisors is submitting application to the SRTPA RPA Surface Transportation Program for the following project in FY 2026, and County Hwy K45 - Old Highway 75 HMA Pavement Overlay NOW, THEREFORE, BE IT RESOLVED: by the Monona County Board of Supervisors that County Engineer is directed to submit application for the above captioned project, that the Board of Supervisors will dedicate the local match funding for the project, and that Monona County will maintain the completed project for its intended public use for a minimum of 20 years following project completion. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt of the Monona County Fairís request for FY 2026 funding. Bob Haack, Veteran Affairs Commissioner, and Mark Witzel, Veteran Affairs Director, were present to review the Veteran Affairs budget with the Board. No action was taken. Miscellaneous other budgets were reviewed with no action was taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to recess at 11:36 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox left the meeting at 11:36 a.m. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to reconvene at 12:55 p.m. Vote on motion: Brouillette and Phillips. Nays: None. Motion carried. Present for the bid opening for the roof project were RML Architects Regina Smith, Architect, Michelle Matney, and Annie Carver; Mason Olson, Harvy’s Five Star Roofing; and Kyle Walker, Walker Brothers Roofing. The bids were as follows: Harvey’s Five Star Roofing base bid for asphalt shingles was $127,272 base bid for metal roof tiles was $136,000. Walker Brothers Roofing base bid for metal roof tiles was $149,000. RML will complete a bid tab for the next Board meeting. No action taken. A complete bid tab can be viewed at the Auditor’s Office. Supervisor Fox attended the Monona County Conservation meeting. He shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve General Ledger Journal entry correction for Other Policy and Administration to correct posting dates from 12/29/2025 to 1/29/2025. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve General Ledger Journal entry correction for Secondary Roads to correct accounts from 689 to 524 and 681 to 524. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve General Ledger Journal entry correction for Medical Examiner to correct accounts between Medical Examiner-Investigations and Ed/Training Services-School of Instruction; Ed/Training Services-School of Instruction and mileage. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of the Sheriffís Report of Fees collected for January 2025. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of Manure Management Annual Update for Spring Valley Sun Powered Pork Facility #69180. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on status/payroll change report for Annie Harms six-month increase. Annie will go from $18.11 per hour to $18.83 per hour per hiring agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on status/payroll change report for Tammy Blinde one-year wage increase. Tammy will go from $20.01 per hour to $20.71 per hour per hiring agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
