MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 9, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 9, 2025 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve the agenda with adding Consider Approval of Additional Holiday Hours. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Patrick Prorok, EMA Director, was present to inform the Board that the City of Soldier is under a boil advisory because of a water main break. No action taken. Jim Wigton, IT Director, was present to inform the Board about the Nomic Outpost device that is blocking threats to the courthouse system. No action taken. Patrick Prorok, EMA Director, was present to discuss EMS and 911 center battery backup. Emergency Services were discussed. No action taken. Patrick will have the battery backup on the agenda for his 911 meeting in January for approval to pay for half of the costs. No action taken. Secondary Roads Engineer Charles Bechtold, Secondary Roads Maintenance Foreman Lucas Morton, Secondary Roads Foreman Jared Mohr, Sandy and Joel Bubke, and Keith Madsen were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to acknowledge receipt of Kevin Clayton’s retirement as of January 31, 2026. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to approve internal posting for Operator III in the Soldier shed. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were the Ute project, dump truck fire, county vehicles being driven home, and motor grader. No action taken. Keith Madsen was present to discuss fixing his fence that was damaged by tree removal. Discussion followed. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to recess the Board of Supervisorís meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Also present: Eric Sibenaller, Graduate Engineer with ISG. Oliver Lake Lat 1: Per Eric, Armodus hasnít been back out to repair the sloughs due to the weather. With this delay and the spoils being spread out in the spring, the Board signed change order # 3, no change in amount, just the Substantial completion date changed to March 2nd. McNeill Lat 8: Eric talked to Jim Ruffcorn, Bryan Ruffcorn, and Rick Stanislav about the McNeill Lat 8 cleanout. Ruffcorns are against the surface drains being installed and are against having any spoils placed on their ground. The Board asked Eric to call Matt Minnihan and have him review the plans and ROW. Albright South Petition: It was moved by Brouillette, seconded by Fox, to accept the petition filed by Rob Sweedler on December 1, 2025. The petition states Rob would like to add a new tube to the Albright South Ditch 1/8 mile west of Locust Ave to improve drainage. Vote on motion: Ayes: Brouillette, Fox and Phillips. The Board asked Eric to meet with Tim Hodgson or Rob Sweedler to give them the elevation for the tube placement. Per Tim, they are doing the installation. We received the signed letter back from Rob Pekarek for the four irrigation bridges over the McNeill Main Drainage Ditch. The letter states Robís responsibility for any repair or damage to the McNeill due to the bridges. The letter is on file in the drainage office. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to reconvene the Board of Supervisor’s meeting at 10:32 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Wendy Mueller and Kelly Mahlberg, West Central Community Action, were present to update the Board on the programs that West Central Community Action provides to Monona County residents and request FY 27 funding. The programs that they offer are Head Start, Child Care Resources and Referral (CCR&R), Child and Adult Care Food Program (CACFP), Embrace Iowa, Low-Income Home Energy Assistance Program (LIHEAP), I Care-Black Hills Cares Assistance, Family Development and Self-Sufficiency (FaDSS), Food Pantry, and Iowa Individual Assistance Grant Program (IIAGP). Discussion followed with no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to re-set the FY 25-26 Budget Amendment Hearing from December 23, 2025, at 11 a.m. to December 30, 2025, at 11:30 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Haley Bryan, County Attorney, was present for closed session 21.5(1)(c) possible litigation. At 11 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Fox, to go into closed session per Iowa Code 21.5(1)(c) possible litigation. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 11:28 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Fox, to come out of closed session. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. No action was taken. Supervisor Fox attended the Loess Hills Alliance meeting; he shared information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to acknowledge receipt of the Monona County Sheriff’s report of fees collected for November 2025. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Christmas holiday hours were discussed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve closing at 2 p.m. on Wednesday, December 24, 2025. Employees have to work until 2 p.m. to be paid for the rest of the day. The Courthouse will also be closed on Friday, December 26, 2025. All additional holiday hours will be computed at straight time. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
