MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 31, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 31, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Vice-Chairman Tom Brouillette administered the Oath of Office to the newly elected officials. They included: Bo Fox, Monona County Supervisor District One, Kevin D. Ewing Monona County Sheriff, and Peggy A. Rolph, Monona County Auditor. Present for public comments were Wray Wright, Treasurer Abby Riesberg, Sheriff Kevin Ewing, Joel Bubke, and EMA Director Patrick Prorok. Wray Wright inquired about some ground that Conservation may acquire and had questions about drainage because of issues going on in O’Brien County. Discussion followed. No action taken. Joel Bubke voiced his concerns on how long it took the Secondary Roads sign person to replace a broken sign that was near his residence. He also wanted to know when a brush pile near his residence would be burned by Secondary Roads. Discussion followed. No action taken. Present for the Compensation Board recommendation were Kevin Ewing, Sheriff; Abby Riesberg, Treasurer; Patrick Prorok, EMA Director; and Wray Wright. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of the Compensation Board recommendation. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Present, along with the Supervisors and Auditor, for the Elected Official / Director Meeting were: Abby Riesberg, Treasurer; Patrick Prorok, EMA Director; Jim Wigton, IT Director; Haley Bryan, County Attorney; Kevin Ewing, Sheriff; Sandy Bubke, Zoning / Environmental Health Administrator; Sharon Gries, Chief Deputy Assessor; Josh Schaben, Conservation Director and Mark Witzel, Veterans Affairs Director. Absent were Recorder Kelly Seward and Charles Bechtold, Secondary Roads Engineer. Activities were discussed and information was shared. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Foreman Dave Brown were present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve PPE Policy effective January 2025. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve one-year wage adjustment for Jeff Wenger. He will be going from $24.28 per hour to $25.56 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were burning brush piles, employee evaluations, and fuel samples. No action taken. Sandy Bubke, Environmental Health Administrator, was present for the 2025 Radon Proclamation Month of January and approval to attend NEHA AEC July 14-17 in Phoenix, AZ. Supervisor Phillips introduced and moved for adoption the following Resolution, seconded by Supervisor Fox: RESOLUTION 2024-29 TO PROVIDE WRITEN NOTICE OF WITHDRAWAL FROM THE IOWA PRECINCT ATLAS CONSORTIUM (IPAC) 28E AGREEMENT WHEREAS: Monona County is member of IPAC, a legal entity under Chapter 28e of the Code of Iowa; and WHEREAS: ?4.9 of the IPAC 28e agreement states a member county may voluntarily withdraw from IPAC by providing the Board of Directors with written notice; and WHEREAS: Monona County shall discontinue the use of Precinct Atlas and remove Precinct Atlas from all systems when its fees expire; and NOW, THEREFORE, BE IT RESOLVED by the Monona County Board of Supervisor to withdraw Monona County from the IPAC 28e; this resolution shall serve as the require written notice.
