MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 30, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 30, 2025 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present, along with the Supervisors and Auditor for the Elected Official / Director Meeting, were: Patrick Prorok, EMA Director; Jim Wigton, IT Director; Kevin Ewing, Sheriff; Haley Bryan, County Attorney; Josh Schaben, Conservation Director; Kelly Parsley, Recorder; Sandy Bubke, Zoning/Environmental Health Administrator; Charlie Bechtold, Secondary Roads Engineer; Abby Riesberg, Treasurer; Terri Pratt, Assessor and Wray Wright. Activities were discussed and information was shared. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisorís meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Harrison County Supervisors Brian Rife, Rebecca Wilkerson and Tony Smith were also present. McNeill Main Cleanout Phase II: It was moved by Brian Rife, seconded by Vince Phillips to have ISG include the jack and bore specifications under the UPRR (constructed by UPRR) in the plans for the Phase II cleanout and once plans are approved, to have Attorney Gary Taylor move forward serving UPRR pursuant to Iowa Code Section 468.109. Vote on motion: Rife, Wilkerson, Smith, Phillips, Fox and Brouillette. Nays: None. Motion carried. Seeding was also discussed in Phase I of the cleanout. Fox suggested we fly a drone this Spring to see what all needs to be re-seeded. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to reconvene the Board of Supervisorís meeting at 10:30 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Secondary Roads Engineer Charles Bechtold, Secondary Roads Maintenance Shop Foreman Lucas Morton, Secondary Roads Foreman Jared Mohr, Mechanic Jeff Wenger were present for Secondary Roads business. Purchasing vs. leasing snowplows was discussed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve leasing a snowplow truck after consulting with State Auditor on how to proceed. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox left the meeting at 11 a.m. Vice Chairman Brouillette presided over the rest of the meeting. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to table Resolution SR25-32 Purchase Snowplow Truck. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve internal posting for Operator III in Soldier. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Other business was closing out FEMA projects, DOT grant workshop, and roads. No action taken. At 11:30 a.m. it was moved by Supervisor Brouillette, seconded by Supervisor Phillips to open the FY 2026 budget amendment public hearing. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. At 11:40 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Brouillette to close the FY 2026 budget amendment public hearing. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. 2025-35 FY 2026 BUDGET AMENDMENT APPROPRIATIONS WHEREAS, it is desired to make amendments to the appropriations approved in Resolution 2025-14 setting appropriations in accordance with Section 331.434, subsection 6, Code of Iowa, for the following departments: Department, Appropriation, Amount of Increase/Decrease, Amended To, Revenue Increase Non Departmental - TIF Rebate Program, 0, 8,366, 8,366, 0 THEREBY, increasing the overall FY2026 expenditure total from 17,563,167 to 17,571,533 and; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Monona County, Iowa, to direct the County Auditor to correct her books accordingly.
