MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 23, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 23, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright inquired about a claim paid to RML Architect. Discussion followed. No action taken. The bids for the snow removal for the Courthouse were as follows: Tree Dogs Tree Service bid was $350 per day for snow removal at the Courthouse for the sidewalks and entryways, including spreading salt. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve Tree Dogs Tree Service bid for snow removal for the Courthouse sidewalks and entryways, including spreading salt. Vote on motion: Aye: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Foreman Jared Mohr, Secondary Roads Maintenance Shop Foreman Lucas Morton, Secondary Roads Mechanic Jeff Wenger, and Wray Wright were present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 25-30 The Board of Supervisors consents to the recommendation of the County Engineer to approve lateral move Anthony Mahlberg to fill the Vacant Operator III position. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. McNeill Lateral 8: The plans for the cleanout from Larch Ave to the McNeill Main were sent to Attorney Gary Taylor for legal review. Oliver Lake Lat 1 Cleanout: It was moved by Fox, seconded by Phillips, to approve the change order # 4 for $950.00. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Phillips, seconded by Brouillette, to approve pay app #2 to Armodus for $42,412.50. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. McNeill Reclass: The reclass was discussed. No action taken. McNeill Main Cleanout Phase II: McNeill Main cleanout phase II was discussed regarding the UPRR. No action taken The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to reconvene the Board of Supervisorís meeting at 10:24 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. The Christmas holiday hours were discussed. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to leave the Christmas holiday hours the same as what was previously approved. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Engineer Bechtold requested closed session to review his performance improvement plan. At 11 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Brouillette, to go into closed session to discuss Engineer Bechtoldís performance improvement plan. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 11:30 a.m. it was moved by Supervisor Fox, seconded by Supervisor Brouillette, to come out of closed session. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve the minutes of December 16, 2025, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to authorize the Chairman’s signature status/payroll change report for Mallory Warren, Treasurer Clerk, for a six-month increase. She will be going from $18.50 per hour to $19 per hour per hiring agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to authorize the Chairman’s signature on status/payroll change report for Ashley Brown, Drainage Clerk, for a six-month wage increase. She will be going from $18.94 per hour to $19.92 per hour per hiring agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
