MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 2, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 2, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve the agenda with adding Open Bids for a Generator for the Courthouse. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Keith Madsen was present for public comments with concerns about his fence that Secondary Roads was to replace on his property. The Supervisors will go view Keithís fence. No action taken. Randy Ping, Building Maintenance, was present to update the Board on the heating and cooling units in the Courthouse and snow removal. Discussion followed, no action taken. Jim Wigton, IT Director, and Kevin Ewing, Sheriff, were present to discuss updating the network at the Sheriffís department. No action taken. Also present for public comments was Wray Wright. Secondary Roads Engineer Charles Bechtold, Secondary Roads Maintenance Shop Foreman Lucas Morton, Secondary Roads Foreman Jared Mohr, Keith Madsen, and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Phillips, to approve Resolution SR25-29 Purchase Tandem Axle Semi Tractor. Motion died for lack of a second. Discussion items were a retiring employee, culverts, FEMA, equipment, snow removal and fencing. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Also present: Eric Sibenaller, Engineer with ISG. Oliver Lake Lat 1: Per Eric, we have 5 areas that need to be addressed due to major sloughing from the cleanout. Total length of sloughing is around 500 ft. Eric will get with Armodus for a cost estimate for the 5 areas discussed today. We will discuss the estimate at the meeting tomorrow at 11:00 am. The Board would like to see this done as soon as possible and have Armodus spread the spoils now instead of in the Spring. Eric will update Brian Kepner on the rip rap. We will most likely need all the rip rap that was removed during the cleanout now for the sloughing. Bo Fox will update Dave Brown with Secondary Roads that we will probably use all the spoils now on the south side of the Ditch. McNeill Lat 8: Eric got with Monona County Engineer Charles Bechtold on 11/25/25 and they will pay for the driveway tube. Our contractor will do the installation during the cleanout. Eric will keep the installation separate so we can bill the Secondary Roads Department. Eric noted we need to install a couple surface drains that were not on the original plans. He is going to meet with Jim Ruffcorn today on the project updates. November Claims: it was moved by Phillips, seconded by Brouillette to approve the November drainage claims. Vote on motion: Ayes: Phillips, Brouillette and Fox. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to set December 23, 2025, at 11 a.m. for the FY 25-26 Budget Amendment Hearing. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve the minutes of November 25, 2025, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to acknowledge receipt of Monona County Soil & Water Conservation Districtsí request for FY26-27 funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of the copy of the NACO at 90 book. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The bids for the generator for the courthouse were as follows: MTC Mechanical, LLC bid was $115,669 for a 35kw generator with automatic transfer switch, gas piping, connection for heaters and concrete pad. Wester Iowa Power Cooperative bid was for $23,373 for a 30kw Griggs & Stratton standby generator, 200A transfer switch, 125A sub-panel. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve purchasing a generator for the courthouse from Western Iowa Power Cooperative for $23,373. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to consider authorizing the Chairmanís signature on Homestead & Military Applications.
