MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 17, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 17, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sheriff Ewing was present to discuss holiday hours for his department and IT, discussion followed no action taken. Also, present were Patrick Prorok, EMA Director and Jim Wigton, IT Director. Patrick Prorok, EMA Director was present to update the Board that there has been a case of bird flu in Monona County. Sandy Bubke, Zoning/Environmental Health Administrator was also present. Secondary Roads Engineer Charles Bechtold and Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve external posting for Operator II West Shop. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to accept bids for a wheel loader for the Mapleton Shop. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were proposals for Mapleton Shop heating, equipment, employee evaluations, closing out IDOT projects, no action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. Caleb Rasmussen, Engineer, was also present. McNeill Main Inter-County held an informational meeting at the Onawa Public Library @ 10:00 a.m. for the cleanout project. Minutes are available in the Drainage Office. Oliver Lake Lateral 8 was discussed. Rasmussen is working on plans for tube replacement for the tubes that were found to be in poor condition. No action taken. McNeill Lateral 8 was discussed. Rasmussen is moving forward with the cleanout plans on this and is hoping to begin construction in the Spring. No action taken. Maple River Lat 1 was also discussed. No action taken. Trapping, the deadline for requests to obtain a Permit to Trap on the Supervisor Drainage Ditches was December 16, 2024. Three requests were received. It was moved by Brouillette, seconded by Phillips to approve the three permits to enter the ROW for the assigned territories for each trapper. Permits and territory maps are on file in the drainage office. Notification will be sent informing trappers of their assigned territories, along with the request for the fur-bearer license and the habitat stamp. Trappers will be requested to contact Chairman Bo Fox to turn in the Beaver tails and provide a location photo. Fox will then contact the Drainage Office for payment. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to give Auditor Rolph authorization to upgrade election equipment to Tenex Precinct Central Touchpads using ARPA funds. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve wage change for Mike Kennedy for becoming fully certified jailer, step two $0.20 per hour, and differential of $0.25 per hour.
