MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 16, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 16, 2025 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Supervisors discussed whether the Veteran Affairs position should be a Director or Administrator position. A Director must be a Veteran, and an Administrator does not have to be a Veteran. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to give authorization to advertise for a Director/Administrator position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold was present for Secondary Roads business. Discussion items were culvert work, equipment, and snow removal. No action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Ashley Brown, Drainage Clerk, was present for drainage business. Also present: Eric Sibenaller, Graduate Engineer with ISG. Trapping 2026: The deadline for requests to obtain a permit to trap on the Supervisor drainage ditches was December 15, 2025. Two requests were received, Jeff Butler and Tony Bloyer. It was moved by Brouillette, seconded by Fox, to accept the 2 permits to enter the ROW on assigned territories. Vote on motion: Ayes: Brouillette, Fox and Phillips. Nays: None. Motion carried. Notifications will be sent informing trappers of their assigned territories, along with the request for the fur-bearer license and the habitat stamp. Trappers will be requested to contact the Board of Supervisors to turn in the Beaver tails and provide a location photo. They will then contact the Drainage Office for payment. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to reconvene the Board of Supervisorís meeting at 10:32 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Haley Bryan, County Attorney; Kelsey Sigler and Jenn Skaff, Burgess Mental Health, were present for consideration of approving Opioid Funding Application for Burgess Mental Health. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve $26,559.80 of Opioid funding to Burgess Mental Health to expand services to include the treatment of substance use disorders including but not limited to Opioid use. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Adam Hadden and Debie Lahr, Burgess Public Health, were present to request an additional member to the Board of Health. The Board of Health is having issues with having a quorum for their meetings. Adding an additional member would increase the number they would need for a quorum. So that will not solve the problem of having a quorum. No action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve the minutes of December 9, 2025, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Phillips attended the SIMPCO meeting; he shared the information presented. Supervisor Fox attended the Monona County Conservation and the Monona County Economic Development meetings; he shared the information presented at those meetings. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to acknowledge receipt of Monona County Clerk of Court report of fees collected for November 2025.Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to acknowledge receipt of Loess Hills Alliance requested for FY26-27 funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to acknowledge receipt of Westen Iowa Community Improvement Regional Housing Trust Fund (WICIRHTF) request for FY26-27 funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to acknowledge receipt of Siouxland Regional Transit System (SRTS) request for FY26-27 funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to acknowledge receipt of Siouxland Interstate Metropolitan Planning Council (SIMPCO) request for FY26-27 funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to acknowledge receipt of West Central Community Actions request for FY27 funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to authorize the Chairmanís signature on disallowed homestead letters.
