MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 5, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 5, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Vince Phillips. Supervisor Absent: Tom Brouillette. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda with moving Sheriff Kevin Ewing to 8:40 a.m. and moving Sandy Bubke, Zoning Administrator, to 9:30 a.m. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present for approval of bid for evidence room and approval to hire two part-time temporary dispatchers. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve bid from Midwest Storage for $9,354. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve Sheriff Ewing to hire two part-time temporary dispatchers. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Randy Ping, Building Maintenance, was present to review lift rental prices. Discussion followed. No action taken. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman, and Nick Jameson of Schildberg Construction Company were present for Secondary Roads business. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 25-23 The Board of Supervisors advises and consents to the County Engineerís recommendation to accept the quote from Agrivision Equipment of Onawa, Iowa, to supply a 2023 John Deere 6155M tractor to Monona County as specified. The governmental lease cost for the tractor is $23,286.91/year for 5 years. This includes a 72 Month/2000hr limited warranty. Rolph Monona County Auditor Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve miscellaneous utility permit for Windstream Iowa Communications, LLC to place a 70í bore under E60 to provide services to 103 county, total length of drop 135í. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Nick Jameson, Schildberg Construction Company, was present to discuss rock and gradation of the rock. Discussion followed. No action taken. Sandy Bubke, Zoning Administrator, and Haley Bryan, Monona County Attorney, were present to discuss Rodney Johnson’s flood plain violation, to consider community enforcement, and to authorize the Zoning Administrator to send a letter to Mr. Johnson regarding the flood plain violation. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to use community enforcement to bring this property into compliance with the FEMA and IDNR requirements. The permit file will be flagged that the structure is non-compliant and an affidavit has been recorded with the Monona County Recorderís Office regarding this violation. The Zoning Office will deny all future development and will not issue any new permits for this property without first bringing the current structure into total compliance. Total compliance is filling in the basement. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize Sandy Bubke, Zoning Administrator, to send a letter to Mr. Johnson regarding the flood plain violation. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. It was moved by Fox, seconded by Phillips, to approve the monthly claims. Claims are on file in the drainage office. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of July 29, 2025, as read. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to appoint Christine Craig to the Monona County Veteran Affairs Commission. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve State of Iowa Alcohol Beverage Division Class C retail alcohol license for Timber Ridge Recreation, LTD. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to change the Elected Official/Department Head Meeting from monthly to quarterly. Vote on motion: Ayes: Fox and Phillips.
