MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 4, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, August 4, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Vince Phillips. Supervisor Absent: Tom Brouillette. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve the agenda. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Sgt. Jeremy Bellis and Sgt. Robert Maule were present for authorization to hire part-time deputies. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve hiring part-time deputies Darin Specketer, Kyle Tank, and Lane Vennick. They will be step II and paid $34.93 per hour per SheriffĂ­s MOU. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Marilyn Maly was present to request permission for bible reading on the Courthouse lawn on September 3 and 4, 2026. Motion carried. Secondary Roads Engineer John Rasmussen was present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 26-46 The Board of Supervisors consents to the recommendation of the Maintenance Shop Foreman West Shed to approve transfer of Mathew Collett to fill the Vacant Operator III position. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Others present: Jim Wigton, IT Director; Tyler Buman and Jacob Hagan, Engineers with AgriVia; John Rasmussen, Engineer for Harrison County and Monona County; via zoom were Brian Rife and Tony Smith, Harrison County Board of Supervisors and Michelle Kersten, Harrison County Drainage Clerk. It was moved by Fox, seconded by Phillips to accept the EngineerĂ­s Report filed today by AgriVia for the open ditch repairs on the McNeill Intercounty Drainage District Lateral No. 8. Vote on motion: Ayes: Fox, Phillips, Rife and Smith. Nays: None. Motion carried. After much discussion, it was decided to have an informational meeting with landowners of the McNeill Intercounty Drainage District Lateral No. 8 on August 25th @ 10:30 a.m. in the Board of Supervisors Room, locate d in the basement of the Monona County Courthouse, Onawa, IA. It was moved by Fox, seconded by Phillips to table the drone footage of Supervisor Drainage Districts at this time. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Russ Uhl was present to discuss zoning enforcement at 17902 Pear Avenue, Center Township. Mr. Uhl requested the Board consider issuing a written out-of-compliance determination, a cease order preventing the project from moving forward or being used, and removal of the engineered features that make the basin usable for industrial waste. Discussion followed. Sandy Bubke, Zoning Administrator will draft a letter and have County Attorney Haley Bryan review prior to sending it to Hawthorn Land Holdings LLC. No action taken.
