MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 26, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 26, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette. Supervisor Absent: Vince Phillips. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda with adding Marilyn Maly permission for Bible reading on the Courthouse lawn. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Marilyn Maly was present for permission for Bible reading on the Courthouse lawn on September 3rd and 4th. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve Bible reading on the Courthouse lawn on September 3rd and 4th. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. EMA Director Patrick Prorok, Dr. Kennedy, and Wray Wright were present for death investigator continuing education. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve death investigator continuing education. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, Secondary Roads Maintenance Foreman Lucas Morton, and Wray Wright were present for Secondary Roads business. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 25-20 The Board of Supervisors advises and consents to the County Engineerís recommendation to accept the quote from Siouxland Trailer Sales Inc., to supply 23 cubic yard Skeleton Bottom Dump Trailer to Monona County as specified. SR 25-21 The Board of Supervisors advises and consents to the County Engineer’s recommendation to accept the quote from Siouxland Trailer Sales Inc., to supply 23 cubic yard Skeleton Bottom Dump Trailer to Monona County as specified. The cost is $42,305.00 to replace the 2016 BDT Construction Trailer (22S11) that was totaled 06-23-25. Nays: None. Motion carried. Ashley Brown, Drainage Clerk, and Wray Wright were present for Drainage business. There was nothing on the Drainage agenda. Sandy Bubke, Zoning Administrator, and Wray Wright were present for a Nuisance Complaint #55 update. Sandy recommended that the Board of Supervisors close Nuisance Complaint #55 because the area has been completely abated. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to close Nuisance Complaint #55. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Abby Riesberg, Treasurer, and Wray Wright were present for authorization to advertise for Treasurer Clerk-Motor Vehicle/Driverís License. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to give Treasurer Riesberg authorization to advertise for Treasurer Clerk-Motor Vehicle/Driver’s License. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman’s signature on status/payroll change report for Annie Harms for completion of SEAT II training and her one-year wage increase. She will be going from $19.30 per hour to $20.71 per hour per hire agreement. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairmanís signature on change order #5 with Walker Brother’s Roofing, LLC to change the substantial completion date to October 15, 2025.
