MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 25, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, August 25, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer John Rasmussen, Wray Wright, and Randy Tremayne, Murphy Tractor were present for Secondary Roads business. Bid opening for the motor graders are as follows: Zieglar CAT bid was $460,937 for a 2026 Caterpillar 140AWD; Murphy Tractor bids were $463,800 for a 2026 John Deere 772P with 98 hours on it; $462,800 for a 2026 John Deere 772P; $447,240 for a 2026 John Deere 672P. Engineer Rasmussen will prepare a bid tab. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve miscellaneous utility permit for Long Lines Broadband for direct buried fiber optic communications cable in the public right of way of numerous county roadways. Minimum depth 48î, cable pulled into duct installed by directional boring for all road crossings. Cable placed on the shoulder of gravel and improved surface roadways. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion item were roads. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Also present: Jacob Hagan and Tyler Buman, Engineers with AgriVia; Randy Grimes, Inspector for AgriVia; Brian Rife, Harrison County Supervisor, Charles & Arlene Lindhorst, Brent Miller, Bryan Ruffcorn, Jim Ruffcorn, Rick Stanislav, Jim Stanislav, Jason Stanislav, Gary Taylor, Attorney. Via Zoom at 10:30 a.m. were Rebecca Wilkerson, Tony Smith and Michelle Kersten; Jim Wigton, IT Director Monona County. Present at 11:40 a.m. was Engineer Caleb Rasmussen with MorEngineering and Jim Rasmussen. At 10:00 a.m. Chairman Fox announced this is the time and place for the Public Hearing on the Engineerís Report for proposed repairs on Oliver Lake Lat No. 2 & 3. The Drainage Clerk stated there were no written objections filed prior to this hearing. Drainage Clerk also stated the proof of Affidavit of Publications and mailings are on file. It was moved by Phillips, seconded by Brouillette, to open the Public Hearing. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Engineer Hagan provided drone footage of the ditches and explained the Engineerís Report. The hearing was then opened for questions. After much discussion, it was moved by Fox, seconded by Brouillette, to close the hearing. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion Carried. It was moved by Phillips, seconded by Brouillette, to set the bid opening date for the combined Oliver Lake Main, Oliver Lake Lateral 2 & Lateral 3 cleanout project for September 22, 2026 @ 10:00 a.m. in the Board of Supervisors Boardroom located in the annex basement of the Monona County Courthouse. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was then moved by Fox, seconded by Brouillette, to approve the July 7, 2026, Engineers Report for the Oliver Lake Lateral No. 2 & 3 Proposed Repairs. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. A copy of the report is attached hereto. It was moved by Fox to adopt the following resolution: RESOLUTION WHEREAS, on the 7th day of July, 2026, AgriVia filed the Engineer's Report for Oliver Lake Drainage District Laterals No. 2 and 3 Open Ditch Repairs and WHEREAS, this Board has fully examined said report, heard evidence thereon; and NOW, THEREFORE, BE IT RESOLVED By the Board of Trustees of the Oliver Lake Lat NO. 2 & 3 Drainage District: 1. That the written report of AgriVia, filed the 7th day of July 2026 be and the same is hereby affirmed, approved and adopted. 2. This project will be combined with the Oliver Lake Main Open Ditch Repair and will be bid as one (1) project. 3. The bid opening date for the combined project will be set for September 22, 2026. Trustee Phillips seconded the motion to adopt the foregoing Resolution, and upon roll being called, the vote was as follows: AYES: Fox, Phillips and Brouillette. NAYS: None. Whereupon the Chairman declared the motion carried and the Resolution adopted. An informational meeting was held at 10:30 a.m. on the McNeill Intercounty Lateral No. 8 cleanout project. Engineer Hagan went over the Engineer Report from ISG and then the Engineer Report from AgriVia as an alternate repair. Landowners again voiced their opposition to the repair project. Landowners do not want surface drains installed. They asked if they could hire a contractor on their own to do the repair, stating they have a quote to do silt removal for $3,000. Engineer Hagan advised against landowners doing the project on their own but did say the Board had the authority to hire a contractor to remove silt. The contractor would also have to work with the pipeline Sunoco. Landowners were also questioning the engineering fees. The engineering reports are on file and remain good for ten (10) years. No action was taken as this was only an informational meeting. It was moved by Phillips, seconded by Brouillette, to approve the adjusted annual crossing fees based on the consumer price index (CPI) increase. Maple River Lat 1 - Jordan-Soldier Telephone Company from $100.00 to $190.70; Haitz 1B - Iowa Telephone Assoc from $100.00 to $206.63; Fletcher ñ City of Blencoe going from $450.00 to $736.95. These fees will be renegotiated every 10 years. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette, to approve the drainage claims. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Engineer Rasmussen discussed defective work on Oliver Lake Lateral No 1. No action taken. The Board, on its own motion and vote, duly carried, adjourned. Josh Schaben, Conservation Director, was present for authorization to approve portable radio bid. The bids for two portable radios were as follows: Action Radio & Communications LLC was $5,911.41 per radio for a total of $11,822.82; Tri-State Communications, Inc bid was $6,302.02 per radio for a total of $12,604.04; Electronic Engineering bid was $8,366.62 per radio for a total of $16,733.24. Motion was made by Supervisor Phillips, seconded Supervisor Fox, to approve bid from Action Radio & Communications LLC for two portable radios for $11,822.82.
