MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 12, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 12, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present to approve updated job descriptions for Lead Jailer/Dispatcher and Civil Clerk and to consider approval of hiring two part-time temporary dispatchers. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve updated job description to combine Lead Jail/Dispatcher & the Civil Clerk positions. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve hiring Angela Lamb and Alyssa Valles as part-time temporary dispatchers. Their wages will be $23.13 per hour with $0.25 for shift differential. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Mechanic Shop Foreman Lucas Morton were present for Secondary Roads business. Bids for the belly dump trailers were opened. Jim Hawkís bid was $46,150 for a 2026 model Armor Lite Skeleton with availability in six weeks. Siouxland Trailerís bid was $42,305 for a 2026 model Manac Lite with availability in 10-12 weeks. RMSís bid was $66,317.80 for a R-Way T4021 with availability in four weeks. Lucas will tabulate a bid tab for next weekís meeting. No action taken. Discussion items were the farm to market roads and motor grader repair. No action taken. Randy Ping, Building Maintenance, was present to review the quotes from Nohava Construction for the flat roofs. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve option two of the quotes from Nohava Construction to replace the flat roofs. Flat roof number one is over the old Board of Supervisorís meeting room next to the Drainage office which is approximately 1035 sq. ft. of material for $29,987. plus $0.12 sq ft. for an additional five-year warranty. Flat roof number two is the Courthouse area which is approximately 2633 sq. ft. of material for $43,146. plus $0.12 sq ft. for an additional five-year warranty. Flat roof number three is the annex area which is approximately 7026 sq. ft. of material for $59,995. plus $0.12 sq ft. for an additional five-years warranty. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. We received a check from FEMA on August 5, 2025, for Haitz Lat #2 Cat D, Project # 798349. The four irrigation bridges installed by Rob Pekarek in the northwest quarter of Section 23 of Sherman Township were discussed. Engineer Rasmussen did an inspection of them on August 1, 2025. Longterm recommendation is that a concrete bearing pad be installed to reduce settlement and provide easier removal. Pekarek said he would address this after harvest is out or next spring. No action taken. At 11:00 a.m., motion was made by Supervisor Fox, seconded by Supervisor Phillips to open the public hearing for the FY 2026 Budget Amendment. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 11:05 a.m., motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to close the public hearing for the FY 2026 Budget Amendment. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. 2025-20 FY 2026 BUDGET AMENDMENT APPROPRIATIONS WHEREAS, it is desired to make amendments to the appropriations approved in Resolution 2025-14 setting appropriations in accordance with Section 331.434, subsection 6, Code of Iowa, for the following departments: Department, Appropriation, Amount of Increase/Decrease, Amended To, Revenue Increase Courthouse Building, 346,197, 255,000, 601,197, 0 THEREBY, increasing the overall FY2026 expenditure total from 17,308,167 to 17,563,167 and; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Monona County, Iowa, to direct the County Auditor to correct her books accordingly.
