MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 7, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, April 7, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette. Supervisor Absent: Vince Phillips. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, Assistant to the Engineer Bryan Phillips, Maintenance Shop Foreman Lucas Morton, via zoom Scott Kruse, WHKS, Randy Tremayne, Murphy Tractor, and Wray Wright were present for Secondary Roads business. Bid opening for the culverts for the McNeill Drainage cleanout were Metal Culverts, Inc bid was $108,147.20. Leymaster Tile’s bid was $143,634.50. A bid tab will be prepared. No action taken. Bid opening for an excavator. Sooland Bobcat’s bid was $118,113.56 for a Bobcat E88R2; Murphy Tractor’s bid was $130,800 for a John Deere 75P; RMS bid was $126,995 for a Komatsu PC88MR; and Ziegler Cat’s bid was $121,324.87 for a Cat 308CR. A bid tab will be prepared. No action taken. Bid opening for a motor grader. Murphy Tractor’s bid was $427,800 for a John Deere 772P and $415,800 for a John Deere 672P; Ziegler Cat’s bid was $489,973.75 for a Cat 140AWD. A bid tab will be prepared. No action taken. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 26-21 The Board of Supervisors consents to hire Dave Brown to fill the Maintenance Superintendent position at a starting salary of 78,000.00. Nays: None. Motion carried. Discussion items were the five-year plan, bridges, roads, cell phones, computers, and County Engineer. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for drainage business. Others present were: Tim Hodgson, Wayne Rock, James Johnston, landowners; Caleb Rasmussen, Engineer with MOR Engineering; Eric Sibenaller and Amanda Goodenow, Engineers with ISG. Oliver Lake Lat 1: Fox explained to Eric and Amanda that we brought Caleb on as a consultant for this project as he was the Engineer before he left ISG. Issues of the ditch being over dug, spoil piles, rock piles, timing of the contract completion, sloughs, and seeding were all discussed. Landowners stated concerns about crop damages since the spoils were just recently spread on the fields and are complete ìgumboî that will not yield any crops. The landowners are also concerned they will end up paying for additional work beyond the contract. Calebís recommendation is to seed the levee tops immediately; we need support on the banks. Get the weight off the Levee. Leave the remaining rock piles and spoil piles except for spoils on the CRP ground and unplug the tubes that were plugged during construction. Hodgson made it clear Little Sioux Inter County does not want the rock piles if there is more mud than rock. Engineers will schedule a meeting with the contractor and report back to the Board. No action taken. It was moved by Fox, seconded by Brouillette, to approve the reclassification report for Oliver Lake Lateral 1. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette, to set the Public Hearing for the reclassification of Oliver Lake Lat 1 for May 19th, 2026, at 10:00 am in the basement of the Monona County Courthouse. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried It was moved by Fox, seconded by Brouillette, to approve the March drainage claims. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried Gray Lateral C: Johnston finished the cleanout for Gray Lat C on March 31st. ISG did a site inspection and everything is more than satisfactory per Eric. It was moved by Fox, seconded by Brouillette, to pay Johnston the contract amount. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried Barber Creek: ISG is turning this project over to Caleb along with the Maple River Lat 1 as they are both FEMA. McNeill Phase II: A joint meeting is scheduled with Harrison County on April 14th. Commissioners will be appointed on April 14th. No action taken. Zach Terry was present for 265th Street. Maintenance of 265th Street was discussed. No action was taken. Randy Ping, Building Maintenance, was present to review the bid tabs for the building repairs from June 2024 hailstorm. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve JW Graber’s bids for building locations 2-2, 2-4, 2-18, 8-15, and 12-20 totaling $209,156. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve Dayís Doors bids for doors at locations 1-36, 2-2, 2-4, 2-18, 32-66, 5-11, and 5-32 totaling $63,660.
