MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 29, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, April 29, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Josh Schaben, Conservation Director, was present to request to use the County’s UEI number for FEMA projects and explained a forestry grant that is available. He would like to apply for the grant to use at Whiting Woods. Wray Wright and Patrick Prorok, EMA Director, were also present. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize Josh Schaben, Conservation Director, to apply for the forestry grant to use at the Whiting Woods. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips : RESOLUTION 2025-11 USE OF COUNTY UEI NUMBER WHEREAS: The Monona County Conservation Department requests the use of Monona County UEI #CX4LS5GFCAJ5. This would allow the Monona County Conservation Department to file any FEMA related documents with the Department of Homeland Security. WHEREAS: The Monona County Board of Supervisors approves the use of UEI#CX4LS5GFCAJ5 and assumes all risk involved. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Monona County Iowa, on this 29th day of April 2025, approves the use of UEI #CX4LS5GFCAJ5 and assumes all risk involved for the Monona County Conservation Department. It was moved by Fox, seconded by Brouillette to adopt Resolutions Levying the following Trustee Drainage Districts, Kennebec; Little Sioux Inter-County Drainage District; McCandless Intercounty Main; McCandless Lateral 7; Nagel; New Farmers Main, New Farmers Laterals 2, 3, 4, 5N and 6; Sandhill-Lakeport Inter-County Drainage District; Soldier Valley Drainage District and Upper Soldier Drainage District. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Resolutions are placed on file at the Drainage Office. Supervisor Phillips introduced, caused to be read and moved the adoption of the Resolution Levying Assessments in the various Supervisor Drainage Districts of Monona County, Iowa. Supervisor Brouillette seconded the motion to adopt the Resolution. Upon due consideration by the Board, the Chairman put the question; and upon roll being called, the vote was AYES: Brouillette, Fox and Phillips. NAYS: None. Whereupon, the Chairman declared the Resolution duly adopted as follows: RESOLUTION WHEREAS, there are now, as of April 29, 2025, outstanding warrants, overdrafts, incurred expense or anticipated expenses against the various Drainage Districts in Monona County, Iowa; and WHEREAS, the Board determines and finds that the Original Assessment furnishes a fair and equitable basis for a proper apportionment of the cost and expenses of said assessment; and no good reason exists for a new or different apportionment thereof than such as the relative proportions of said Original Assessment gives to which this Board concurs. NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Monona County, Iowa in regular session on this 29th day of April, 2025, that there be and is hereby levied upon lands in the following amounts shown and the County Auditor is instructed to spread such levy upon said land, to be collected under ß468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to ß445.36 in the year 2025-2026: Crane- Inter-County: 25,666. It was noted that Bob Steiner stopped in and said he would not be seeding the work he had done on the Maple River Lateral 1 and that he told Engineer Rasmussen last fall he would not be addressing the ìWî ditch. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 25-14 The Board of Supervisors consents to hire Kevin Walker to fill a Seasonal Roadside Operator position at a start rate of $21.00 per hour. Discussion items were crushing concrete, purchasing generators, bridges, Purple Wave, motor graders, and phones. No action taken. Kelsey Sigler, Burgess Mental Health, Haley Bryan, County Attorney, and Kevin Ewing, Sheriff, were present to discuss qualifying uses for the opioid money that the County has received. Haley will review the MOU and documents that were signed prior to her becoming County Attorney. She will put in place a process to access Opioid funds. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve status/payroll change report for jailer Jared Pasch. Jared will start at $20.12 per hour with $0.25 per hour night shift differential. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Board’s signatures on updated Secondary Roads Union Contract.
