MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 28, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, April 28, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Alyssa Henneman was present to inquire about having a water stop at her residence during RAGBRAI. The Board informed Ms. Henneman that they passed a resolution on April 21, 2026 not allowing vendors in the unincorporated areas of the county due to safety reasons. Also present were Sheriff Ewing and Wray Wright. At 8:40 a.m. it was moved by Supervisor Fox, seconded by Supervisor Phillips to go into closed session Pursuant to Iowa Code 21.5(1)(c) with County Attorney Haley Bryan present. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. At 8:45 a.m. it was moved by Supervisor Fox, seconded by Supervisor Brouillette to come out of closed session. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. No action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the settlement from litigation with Keith Madsen. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman, via zoom Scott Kruse, WHKS and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the FY 2027 Secondary Roads Budget. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve Secondary Roads' current five-year program. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve HMA patching proposal from Midwest Coatings. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve $21 per hour for seasonal wages. Vote on motion: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were Foreman interview, possible speed limit sign changes, complaint on K45, roads, and survey equipment. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to recess the Board of Supervisorís meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for drainage business. Others present were Brian Keller, City Administrator of Onawa and Chris Beedle. Maintenance in the Onawa Drainage District was discussed. No action taken. It was moved by Fox, seconded by Phillips to approve the drainage claims for payment. Vote on motion: Ayes: Phillips, Brouillette, Fox. Nays: None. Motion carried. Supervisor Drainage District Levies were discussed. It was moved by Fox, seconded by Phillips to accept the proposed Supervisor District levies. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to reconvene the Board of Supervisorís meeting at 10:17 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Gary Taylor, District 3 Governor of the Iowa State Bar Association Board of Governors was present to present a commemorative 250th Anniversary Flag to Monona County to be flown on May 1, 2026 in honor of National Law Day then will be placed on display. Also present were Wray Wright and William Wonder, Onawa Democrat. Randy Ping, Building Maintenance was present for opening bids for a mower. The bids were as follows Agrivision bid was for a 2026 John Deere Z530M Ztrak 54-inch deck for $6,942.67 with a residential engine 10-gauge deck, 4.5-gallon fuel tank and a four year/300-hour warranty. Midwest Honda Suzuki Kubota bid was for a 2026 Kubota Z422KWNC 54-inch deck for $6,300 with a commercial engine, 10-gauge deck, 6.8-gallon fuel tank, and four year/500 hours warranty. Vetters Equipment bid was for a 2026 Cub Cadet Z3 54 with a 54-inch deck for $4,799 with a residential engine, 11-gauge deck, 5.5-gallon fuel tank, and no commercial warranty. Their second bid was for a 2023 Cub Cadet ZTX4 54 with a 54-inch deck for $5,995with a light commercial engine and a four year/800-hour warranty. Randy will compile a bid tab, no action taken. Randy also updated the Board on a possible elevator upgrade, no action taken. The Monona County Compensation Board met on December 15, 2026 and recommended a 4.6% increase for all Elected Officials. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve a 4% increase for all Elected Officials. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 11:30 a.m. it was moved by Supervisor Fox, seconded by Supervisor Brouillette to open the public hearing for the FY 2026/2027 Budget. With no one present, it was moved by Supervisor Fox at 11:45 a.m., to close the public hearing for the FY 2026/2027 Budget seconded by Supervisor Phillips. WHEREAS: Iowa Code Section 331.434 authorizes the board of each county to certify property taxes annually at its March/April sessions. THEREFORE on April 28, 2026 the Monona County Board of Supervisors approved the following levies and property tax asking.
