MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 21, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, April 21, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Randy Ping, Building Maintenance, was present to get authorization to accept bids for a mower. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to authorize Randy Ping, Building Maintenance, to receive bids for a mower. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright was also present. Secondary Roads Assistant to the Engineer Bryan Phillips and Wray Wright were present for Secondary Roads business. Discussion items were surveying equipment, 265th Street, 210th road vacation and rock hauling. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Ashley Brown, Drainage Clerk, was present for drainage business. It was moved by Phillips, seconded by Fox, to approve the claims. Vote on motion: Ayes: Phillips, Brouillette, Fox. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to reconvene the Board of Supervisor's meeting at 10:11 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. 2026-05 Denial of Special Use or Vendor Permits in Monona County During The Register's Annual Great Bicycle Ride Across Iowa LIII (RAGBRAI) WHEREAS, The Register's Annual Great Bicycle Ride Across Iowa LIII (RAGBRAI) will be July 18-25, 2026, and will start in Onawa, Iowa, Monona County; WHEREAS, RAGBRAI will travel through Monona County on July 19, 2026, from Onawa to Turin, Soldier, and Dunlap, Iowa. The traveled route will be along State Highway 175 and State Highway 37 to the Harrison County line; WHEREAS, the Monona County Zoning Regulations, Chapter 100, dated February 7, 2012, Section 100.15 Principal Permitted Uses, Recreational and Entertainment Uses: Temporary enterprises involving large assembly of people/automobiles such as carnivals, circuses, rodeos, show rings, music festivals, sporting events, farm machinery shows, and related auctions. This is a permitted use with a Special Use permit. WHEREAS, the Monona County Board of Supervisors has determined that NO Special Use Permits or vendor permits will be issued in the Unincorporated Areas of Monona County during RAGBRAI through Monona County on July 16-20, 2026. WHEREAS, the Monona County Board of Supervisors have given Law Enforcement Agencies the authority to close down and remove any vendors set up in the Unincorporated Areas of Monona County during the RAGBRAI through Monona County on July 16-20, 2026 NOW, THEREFORE BE IT RESOLVED that the Monona County Zoning office will not issue any Special Use Permits to any vendors during RAGBARI through Monona County and Law Enforcement Agencies will close down and remove any vendors set up in the Unincorporated Areas of Monona County during the RAGBRAI through Monona County July 16-20, 2026. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to table the bid opening for the door quotes. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present from the Fair Board were Curtis Sturgill and Michael Andresen. Curtis and Michael updated the Board on the progress of replacing the buildings and bleachers. Discussion followed. No action taken. Zach Terry and Secondary Roads Superintendent Dave Brown were present to discuss 265th Street. No action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to approve the minutes of April 14, 2026, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Monona County Conservation Meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to appoint Dave Brown, Secondary Roads Superintendent, to the Monona County Safety Committee. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to acknowledge receipt of Monona County Clerk of Court Report of Fees Collected for March 2026. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to authorize the Chairman's signature on health insurance renewal. Vote on motion: Ayes: Fox, Brouillette, and Phillips.
