MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 14, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, April 14, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 8:40 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Brouillette, to go into closed session Pursuant to Iowa Code 21.5(1)(c) with County Attorney Haley Bryan present. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. At 8:50 a.m. it was moved by Supervisor Fox, seconded by Supervisor Phillips, to come out of closed session. Secondary Roads Office Manager Deleta Huffman, Secondary Roads Maintenance Superintendent Dave Brown, Assistant to the Engineer Bryan Phillips, and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve ten-year wage adjustment for Jared Mohr. He will be going from $69,274.17 per year to $69,378.57 per year. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Abstained: Brouillette. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 26-22 The Board of Supervisors advises and consents to the County Superintendentís recommendation to accept the quote from Murphy Tractor & Equipment Co., to supply John Deere 75P Excavator to Monona County as specified. Rolph Monona County Auditor Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve miscellaneous utility permit for Long Lines to dig up an existing fiber that is going bad and replace it with new piece. Add two hand holes for splicing on Co. Hwy L32 section 36 (84N)(43W). Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 1/0 primary underground cable being installed starting 120 west of 235th and Poplar Avenue going East for 2890 feet then turn and leaving the right of way to the North. Cable will be installed in the roadway of 235th Street at a minimum of 48 inches deep in Jordan Township (83N)(43W) section 11. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were seasonal hours, roads, and rock. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for drainage business. Others present were: Brian Rife, Tony Smith and Rebecca Wilkerson, Harrison County Supervisors and Wray Wright. McNeill Inter County Drainage District: It was moved by Phillips, seconded by Smith to appoint the following as commissioners for the McNeill Inter County Drainage District reclassification. Amanda Goodenow, Engineer with ISG, Ken Carlson, freeholder in Monona County and Larry King, freeholder with Harrison County, with the pay being $75.00 for a half day and $ 150.00 for a full day, plus mileage. Vote on motion: Ayes: Phillips, Brouillette, Fox, Rife, Smith and Wilkerson. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Nays: None. Harrison County Supervisors Brian Rife, Tony Smith, and Rebecca Wilkerson were present to discuss sharing a County Engineer. Discussion followed, no action taken. Also present was Wray Wright. Jeff Pratt and Brent McCall, RAGBRAI Committee Members were present to discuss the County making signs for RAGBRAI and to borrow signs from the County during RAGBRAI. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve wage decrease for Alexander Ehlers he will be going from $34.14 per hour to $33.89 per hour and moving from night shift to day shift per Sheriff Department MOU. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve wage increase for Kalvin Schumacher-Hinrickson he will be going from $34.04 per hour to $34.29 per hour and moving to night shift per Sheriff Department MOU.
