MAPLE VALLEY-ANTHON OTO COMMUNITY SCHOOL SPECIAL BOARD MEETING Date: Monday, October 20th, 2025 Time: 7:00 PM Place: Central Office Board Room, Central Office, 501 South Street, Mapleton, Iowa 51034 Present: Wimmer, Streck, and Hamann; Schram and Kennedy via Google Meet. AGENDA: I. Opening of Meeting – President Wimmer called the meeting to order and declared a quorum at 7:01pm. II. Communications - none III. Action Items A. Resolution to Consider Continued Participation in the Instructional Support Program - \October 20, 2025 The Board of Directors of the Maple Valley-Anthon Oto Community School District, in the Counties of Monona, Woodbury, Ida and Crawford, State of Iowa, met in special session, in the Board Room, 501 South 7th Street, Mapleton, Iowa 51034, at 7:00 P.M., on the above date. The Board of Directors provided a hybrid option for the members of the Board to participate in the meeting. There were present President Wimmer in the chair, and the following named Board Members: Streck, Hamann, Schram, and Kennedy Absent: None Vacant: None * * * * * * * * * The President of the Board called up for consideration the Resolution to Consider Continued Participation in the Instructional Support Program which requires that a public hearing be held on this proposal. Director Streck introduced the following Resolution and moved its adoption. Director Schram seconded the motion to adopt. The rollwas called, and the vote was: AYES: Wimmer, Streck, Hamann, Schram, and Kennedy NAYS: None The President declared the Resolution adopted as follows: RESOLUTION TO CONSIDER CONTINUED PARTICIPATION IN THE INSTRUCTIONAL SUPPORT PROGRAM WHEREAS, the Board of Directors has determined that to continue the current level of services and to fund the ongoing programs of the School District, continuation of participation in the Instructional Support Program for a period of five years is necessary and in the best interests of the District and its residents and students; and WHEREAS, the Board of Directors wishes to consider continued participation in the Instructional Support Program as provided in Sections 257.18 through 257.21, Code of Iowa; and WHEREAS, the authorization for the current Instructional Support Program will expire on June 30, 2026; and WHEREAS, the Board of Directors previously considered continued participation in the Instructional Support Program on August 18, 2025, held hearings on such continued participation on September 8, 2025 and October 13, 2025, and approved such continued participation on October 13, 2025; and WHEREAS, the Board of Directors finds rescission of the above actions regarding continued participation in the Instructional Support Program is reasonable and warranted and in the best interest of the District; and WHEREAS, this Resolution sets forth the proposal of the Board of Directors, including the method that will be used to fund the program; and WHEREAS, notice of the time and place of a public hearing must be published: NOW, THEREFORE, it is resolved: 1. The Board of Directors’ actions on August 18, 2025 and October 13, 2025 regarding the Instructional Support Program are hereby rescinded and declared null and void. 2. The Board of Directors wishes to consider continued participation in the Instructional Support Program as provided in Sections 257.18 through 257.21, Code of Iowa, for a period of five years, commencing with the fiscal year ending June 30, 2027. 3. The additional funding for the Instructional Support Program for a budget year shall be determined annually and shall not exceed ten percent (10%) of the total regular program district cost for the budget year and moneys received under Section 257.14, Code of Iowa, as a budget adjustment for the budget year. 4. Moneys received by the District for the Instructional Support Program may be used for any general fund purpose. 5. The Instructional Support Program shall be funded by instructional support state aid and a combination instructional support property tax levied annually upon the taxable property within the School District commencing with the levy of property taxes for collection in the fiscal year ending June 30, 2027, and an instructional support income surtax imposed annually, the percent of income surtax to be determined by the Board for each budget year to be imposed upon the state individual income tax of each individual income taxpayer resident in the School District on December 31, 2026, and each year thereafter. 6. The Secretary is authorized and directed to give notice of a public hearing to be held in the Board Room, 501 South 7th Street, Mapleton, Iowa 51034, on November 24, 2025, at 7:00 P.M. 7. Following the public hearing the Board intends to take action on the question whether to continue participation in the Instructional Support Program.
