Iowa County Treasurer’s E-Government Alliance Membership Meeting Minutes Thursday, March 13, 2025 – 3:30 PM Veterans Community Choice Credit Union Convention Center Roll Call: 65 counties present. Minutes from August 22, 2024 were approved with motion by Tony Knobbe - Scott County, second by Michael Clasen - Dubuque County, all ayes. Treasurer’s Report: Financial report presented. Service Fee Review Committee: The committee is in the process of reviewing the current service fee structure and proposing a new service fee structure. Automated Reimbursement: Process of Automated Reimbursement was reviewed. Enhancements: Mark reviewed the web enhancements that are in progress and point of contacts for merchant services. DOT Modernization Impact: As part of their ARTS revamp/upgrade, the Iowa DOT is considering a move that will take online MV transactions away from the Treasurers. Currently, Iowa Code states “The county treasurer(s) SHALL collect the registration fee, the fee for new registration, and penalties on each vehicle registered by the county treasurer and shall be responsible on the county treasurer’s bond for such amount.” Representatives from the Iowa DOT and Iowa Tax & Tags met with the ICTEA board on Wednesday, March 12th, 2025 to discuss ramifications. RFP/Merchant Services: The ICTEA board has decided to use at least one of the two 1-year extensions with current vendor Catalis (f/k/a GovTech). DOT Modernization will determine ICTEA board next move regarding future contracts and RFPs for online hosting.
