Iowa County Treasurer’s E-Government Alliance Board of Directors Meeting Minutes Wednesday, March 25, 2026, 9:30 AM – Microsoft Teams Present: Abby Riesberg, Amy Johnson, Beth Gerlach, Mark Myers, Shelly Sitzmann, Ted Rasmusson, and Linda Manwarren Minutes from March 4, 2026, Board Meeting were approved with a motion by Shelly, second by Ted, all ayes. Catalis Duplicate Payment Issue: Guests Renee Valk (VP of Catalis Operations), Amber Mayne (Catalis Director of Customer Support), Anita Tracy (PTMA Investment Services), and Barb Vance (Scott County Treasurer Operations Manager), were present for discussion regarding duplicate payment activity. Treasurer’s Report: The ending balance as of March 3, 2026, was $1,116,997.97, which includes the IPAIT account. Motion to approve by Abby, seconded by Shelly. All ayes. Motion carried. Catalis: The Board discussed temporarily pausing the addition of new card machines, account number changes, and the issuance of new MIDs until procedures for processing account number changes within ACH files are further refined to reduce the risk of future file failures. -Tax Sale Bidder Info/Subs Payment updates – no update -ADA requirements – Catalis is working on but no further updates. Linda received all responses to our request for information for the new web homepages. DOT Modernization updates: Ted reiterated that the DOT has made two new leadership hires and expressed optimism that these additions will result in improved service and strengthened leadership. Toni Smith has stepped into the Systems & Project Management Bureau Director role, and Brandon Winston will serve as the new Policy and Partnerships Bureau Director. RFP Update: The RFP was posted to the ISAC county website on March 24, 2025, and drafting of a contract template for a potential vendor has started in anticipation of the RFP’s conclusion. New Board Member: Ongoing recruitment. Other Items: The Board discussed what information should be presented to the ICTEA membership, with the goal of providing transparency and clarity regarding recent events and proposed resolutions.
