Iowa County Treasurer’s E-Government Alliance Board of Directors Meeting Minutes Wednesday, February 18, 2026, 9:30 AM – Microsoft Teams Present: Amy Johnson, Beth Gerlach, Mark Myers, Shelly Sitzmann, Ted Rasmussen, Linda Manwarren, with guests Joel Rohne, Eric Guth, Andrew DeHaan and Brad Holtan, all from ISAC IT Minutes from Feb. 4, 2026 Board Meeting were approved with a motion by Shelly, second by Amy, all ayes. ISAC -RFP: Discussion was held with Joel Rohne, Eric Guth, Andrew DeHaan and Brad Holtan regarding the wording of a new RFP document drawn up by Eric. Document lists 2 phases and we’ll be giving to legal counsel for review. Phase 1- Provide hosting and technical support services for the existing iowatreasurers.org website and all associated applications, services, and integrations. Phase 2- Redesign, modernize, and enhance the look, function, architecture, accessibility, and security posture of the ICTEA website and supporting systems. Treasurer’s Report: The ending balance as of February 18, 2026, was $1,120,535.50, which includes the IPAIT account. Motion to approve by Shelly, seconded by Ted. All ayes. Motion carried. Checks Written: Mapleton Press $111.60 No other activity. Merchant Services: nothing new Catalis: -Tax Sale Bidder Info/Subs Payment updates – no update -ADA requirements – Catalis is working on but no further updates. Linda is waiting for 5 counties to respond to our request for information for the new web homepages. - Deposits- the email from FNBO alerting to a file failure went to Marc Carr and Chris Sampson who no longer are with Catalis. The echeck file failed due to a foreign symbol in the file. It was fixed, but caused one days’ deposits to have to be manually sent by Linda. FNBO has changed their contact email to a distribution list to ensure the proper personnel are informed. Linda met with Renee & Steve from Catalis to discuss frustrations. Catalis has hired a development tech geared to the GovTech side of Catalis. DOT Modernization updates: no updates – Ted was attending a meeting with DOT. Ted had one update regarding a new bill being introduced into the legislature requiring treasurers to accept partial and future payments. Currently, our system allows a treasurer to have the option online to collect these. Linda will get a list of those counties not accepting partials or futures. RFP Counsel-Drake Law Clinic: ISAC’s Kristi Harshbarger suggested we utilize a law intern from Drake University to assist with our RFP. All intern work is also reviewed by their supervisors. Nicholas DeAngelo will meet with us for introductions and we will get him the RFP we reviewed with Eric. Web Policy – ITAT reps, new members: we need to replace Sandy from ITAT who retired. Shelly will email Michelle Sims to verify she will continue and reach out to Tracy from Linn. With Mark Myers volunteering on Web Policy, we will need 2 more. New Board Member: no update IOP Machines DL Counties – 30 counties responded. One county has 5 machines they will return to us.
