City of Mapleton Minutes – Regular Council Meeting March 11, 2026 The regular meeting of the city council was held March 11th, 2026 at 5:30 pm. Roll call was taken with the following members present, Mayor Brent Streck, Abby Koenigs, Joe Hogan, Alan Nielsen, and Travis Kaufman. Jacob Zawodny was absent. The Pledge of Allegiance was recited. Attorney Zach Greder from Crary Huff was also present. Motion by Joe Hogan, second by Abby Koenigs to approve the minutes from the previous meeting. Ayes: All. Motion carried. Motion by Alan Nielsen, second by Joe Hogan to approve the agenda. Ayes: All. Motion carried. Jack Seuntjens and Jim and Tana Stadjuhar were present to discuss buying Water Tower lots 2 & 3 to build a home. Josh Castle and Judy Castle came to discuss Josh’s water bill. The council decided to leave the bill as is. Josh Nichols from The Hoffman Agency visited to present an overview of the city’s insurance coverage and point out some changes that have taken place in the past year. Alan Nielsen reported that the MCDC house now has the gas hooked up and they are waiting on warmer weather to get some dirt/yard work done. Marshall reported that an ICAP safety grant purchased 50 new orange traffic cones, the city cones tend to slowly disappear. They have been replacing “no parking” signs and repainted the crosswalks around the school. They will move the stop signs as the weather permits. Tree removals have continued with the Electric crew grubbing the stumps and filling the holes for safety reasons. These spots will be groomed as the weather warms. The 4x4 steel pole for the blinking speed sign has been ordered and the State will install the sign along E-16 when they install the other 3 signs along the state highways. Chief Ehlers gave his report from February 11th to March 10th. The department had 90 calls for service. Two Sioux City men were charged with theft from the Mapleton Bomgaars. Officer Hinrickson is still informing people of the new parking ordinance. Laurie Streck requested 50 cent raises for the life guards. Motion by Joe Hogan, second by Travis Kaufman to give the life guards raises. Ayes: All. Motion carried. Laurie suggested rate increases for pool passes and swim lessons. Motion by Joe Hogan, second by Abby Koenigs to raise the pool pass and swim lesson rates by $5. Motion by Abby Koenigs, second by Joe Hogan to advertise for pool help. Ayes: All. Motion carried. Motion by Abby Koenigs, second by Joe Hogan to donate a family pool pass to the FFA Easter Egg Hunt. Ayes: All. Motion carried. The City received 2 cemetery mowing bids. The first was from R & K Lawncare out of Battle Creek with a bid of $3000 per month, mowing and trimming weekly. The second was from Creighton Koenigs from Mapleton with a bid of $11,500.00 for the season, which calculates out to $1642.85 per month. Motion by Joe Hogan, second by Alan Nielsen to award the bid to Creighton Koenigs contingent on liability insurance. Ayes: All. Motion carried. Abstain: Abby Koenigs. Motion by Abby Koenigs, second by Joe Hogan to allow Marshall to hire summer mowing help at $15 per hours. Ayes: All. Motion carried. Motion by Joe Hogan, second by Abby Koenigs to change the ownership of the City’s liquor license, removing Karla Uhl and adding Karen Koenigs. Ayes: All. Motion carried. Motion by Alan Nielsen, second by Abby Koenigs to approve the City’s liquor license. Ayes: All. Motion carried. Jesse Van Cleave and Sue Wessling had some sidewalk damage done by the city taking down one of their trees or by the grubbing of the stump. They would like it repaired and wondered who is responsible since the city damaged it. Some inquiries were going to be made. Motion by Joe Hogan, second by Abby Koenigs to buy tires for the police Tahoe for $1242.94 from NAPA since the last set were purchased at Mac’s. Ayes: All. Motion carried. The zoning administrator position is vacant now that Alan Nielsen is on the council. It is the volunteer position that verifies setbacks and zoning criteria on building permits. Alan can be the interim, but a replacement is needed. Suggestions on replacements are welcomed and Facebook advertising will be done. The city’s advertising sign in the Bomgaars parking lot is peeling. The city has decided to lease the sign out to a maximum of 4 businesses at $150 each, per year, with the businesses responsible for the signage and the metering cost of lighting on the sign. Motion by Abby Koenigs, second by Joe Hogan to lease the sign. Ayes: All. Motion carried. When spring cleaning of the sewer tank Marshall noticed that the 2 - 24” “I” beams that hold the cat walk moved 3”, if it moves another 3” it will fall. The scum arm has slowly been scraping the side but this year the arm got jammed. Marshall has called Erikson Construction to come look at it and give us an estimate. They will also give estimates to replace the valve in the lift station and one of three valves in the bottom of the plant. Motion by Abby Koenigs, second by Joe Hogan to purchase the playground fiber from Meyer Pallet for $3157.00 and contact the school construction class about helping with the timber replacement. Ayes: All. Motion carried. Motion by Abby Koenigs, second by Joe Hogan to approve JP Turf spraying behind City Hall and the waste water plant. JP Turf will spray both areas with full warranty until November of 2026 for $495.00.Ayes: All. Motion carried. JP Turf recommended reseeding the city park, slow release fertilizer, and weed and pest spray. Motion by Joe Hogan, second by Travis Kaufman to seed the city park contingent on the Electric board will pay for the fertilizer and spraying. 10 - 50 lb. bags of grass seed will be $1400.00. Ayes: All. Motion carried. Motion by Abby Koenigs, second by Alan Nielsen to have Crary Huff draw up an agreement for outdoor seating with Graceful Grind Coffee Shop. Ayes: All. Motion carried. The city is waiting for the purchase agreement for the property on 3rd Street that we are buying from Toni Elmquist. Zach will check to see where we are on that paperwork. City clean up days are coming up April 15-19. The suggestion was made that letters go out to those who could possibly have a nuisance abatement pending. Motion by Abby Koenigs, second by Travis Kaufman to have the budget adoption hearing on Wednesday, April 15th at 5:30 pm. Ayes: All. Motion carried. Motion by Joe Hogan, second by Alan Nielsen to hold the tax levy hearing on Tuesday, April 7th at 5:15 pm. Ayes: All. Motion carried.
